1. The Economic Interest Group for the Common Maintenance Service of the Waterways (GIE-SCEVN) has obtained funding from the French Development Agency (AFD), via the Central African States Development Bank (BDEAC) to finance the cost of the project "Support to GIE-SCEVN". It is anticipated that a portion of the funding provided under this funding will be used to make the payments under the contract consisting of two (2) lots:
- Lot N ° 1: engines and equipment for river units (boats and motorboats)
- Lot N ° 2: park handling equipment, tools and workshop equipment.
2. The Economic Interest Group for the Common Service for the Maintenance of Waterways (GIE-SCEVN) solicits Closed Bids from Eligible Bidders for the supply of engines, equipment for river units, handling equipment, workshop materials and related services.

4. Interested Bidders may obtain the complete Bidding Documents in French by making a written request to the address mentioned above against a non-refundable payment of one hundred and fifty thousand (150, 000) FCFA.

a. Financial capacity

- Have an average annual turnover of at least seven hundred fifty thousand (750, 000) euros over the last five (5) years.
b. Technical Capacity
The Bidder must prove, with supporting documentation, that it meets the following requirements:
- have completed at least two (2) similar contracts between January 1, 2013 and December 31, 2017, with a minimum value of five hundred thousand (500, 000) euros each.
- Availability, at the deadline for submitting offers, of an after-sales service and spare parts installed in the Purchaser's country or in the Central African zone for at least 6 months, for the supplies proposed in the Offer.
