Tender Details

Tenders are invited for Supply of Equipment for the Rehabilitation of the Low Voltage Distribution Network of the City of Kinshasa.
1. The National Electricity Company (SNEL SA), launches a call for tenders for the supply of equipment and equipment for the reconditioning of the low-voltage distribution network of the city of Kinshasa with a view to ensuring and to consider in the long term the maintenance of the said installations.
2. The Project Coordination (CDP), on behalf of the National Electricity Company (SNEL SA), solicits closed bids from

eligible and interested bidders meeting the qualifications required to supply these materials and equipment.
3. The procurement will be conducted by international competitive bidding as defined in the Law on Public Procurement in the Democratic Republic of Congo.
4. Priority is given to the company which will provide facilities for the realization of this project including pre-financing with repayment facilities.
5. The contract is subdivided into the lots and sublots listed below. The award of the contract will be by batch or sublot.

Lot 1 : MV / LV electrical cables, wood poles and LV line accessories

Sub-lot 1.1: MV / LV electrical cables

Sub-lot 1 .2: Wood poles

Sub-lot 1.3: LV line accessories

Lot 2 : Switchgear, MV / LV protection and related equipment

Lot 3 : Tools and Logistics.

7. The qualification requirements are:

a) Technical capabilities

• Technical conformity of the bid against the specifications of the Tender (technical sheets and documentation);

• Delivery schedule;

• At least 3 proven Bidder's references for similar supplies outside the country of manufacture in the last five years (at least one

project in sub-Saharan Africa).

(b) Financial capacity

• Bidders will provide information on their financial strength, in particular to demonstrate that they have the resources

to implement the project;

• In the event that the Bidders wish their bid to be based on the financial data of their parent company, they must indicate the extent

of the support and the guarantees that this parent company will provide them with in implementing the project;

• The Bidder will provide an indicative financing plan that will include:

- An analysis of the project costs taking into account the costs identified above;

- An analysis of the potential sources of funding and their respective merits;

• A detailed description of the financing whose mobilization is envisaged, with for each one the principles retained as well as the conditions of repayment. The Bidder must indicate the level of certainty as to the availability of funding, and the conditions (including contractual) to be verified to ensure its availability, as well as the timetable to confirm this certainty;

• The certificate of the Chamber of Commerce on the registration of the company and its headquarters;

• The certified financial statements for the last three (3) fiscal years;

• The tax certificate for Bidders established in the Democratic Republic of Congo (DRC) currently valid jointly signed by the DGDA and the DGI;

• The bidder must offer the best conditions for repayment of the financing.
8. The language of the offer is French. Standard technical documents (brochures, plans, manuals, etc.) may be written in another language in exceptional cases with the prior consent of the Owner. These documents must be accompanied by an exact translation of the texts into French. In case of ambiguity, the texts in French will prevail.
