Prior Information Notice for Supply and Installation of Sound Systems and Video Equipment.

11. Tender guarantee
Tenderers must provide a tender guarantee of Frw 3, 500, 000 when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer[s] upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.
12. Performance guarantee
The successful tenderer will be asked to provide a performance guarantee of 7.5% of the amount of the contract at the signing of the contract. This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next cheapest compliant tender.
13. Information meeting and/or site visit
A mandatory information meeting and site visit will be held on 14/01/2020 at Parliament of Rwanda/Chamber of Deputies located at KN 5 Rd, Kimihurura, Gasabo, Kigali-Rwanda at 11:00 am (Location Time).

6. Contract description
The purpose of this contract is the "Supply and Installation of sound systems and video equipment" for the Chamber of Deputies.
The acquisition of such equipment will be used to facilitate the debates while considering bills, hearings and budget consultations in the Plenary hall and in 7 committees' rooms. To assure smooth running of the plenary sessions, the Chamber of Deputies must have all sound system working properly. Hence, spare parts to replace the damaged or old devices are currently required in order to avoid technical problems during plenary sessions. In the standing committees, the installation of sound system in the committee rooms is needed to facilitate the recordings of meetings and records archiving. The upgrade of the video distribution system will facilitate the organisation of the Chamber of Deputies and allow visitors to follow the plenary sessions.
