Tenders are invited for Supply and Delivery of Natural Gas via the West Africa Gas Pipeline to SBEE to Supply the 127, 205 Mw Dual-Fuel Thermal Power Plant Located at the Maria-Gleta Site in the Municipality of Abomey -Calavi.

1. This Notice of invitation to tender follows the General Procurement Notice published in the newspaper N ° 7161 of 28 January 2019 and on the public procurement web portal of 25 January 2019.
2. The Beninese Electric Power Corporation (SBEE), acting as agent of the Government of the Republic of Benin, has provided, as part of the implementation of its budget 2019, funds from the autonomous budget, to finance the acquisition of certain equipment, materials and supplies and intends to use part of these funds to make payments under the Procurement Contracts and the transport of natural gas via the West African Gas Pipeline in favor of the SBEE to supply the 127, 205MW dual fuel thermal power plant located at the Maria-Gleta site in the Commune of Abomey-Calavi, which will be concluded after a procurement procedure.
3. SBEE is soliciting sealed bids from eligible candidates who meet the qualifications required for the supply and delivery of natural gas via the West African Gas Pipeline for the benefit of SBEE to supply the pipeline. thermal power plant with 127, 205MW dual fuel engines located on the Maria-Gleta site in the Commune of Abomey-Calavi.
4. 6. Qualification requirements are:
Technical capacity and experience

- Providing evidence of production or commercialization of natural gas and by-products;
- Have proof of gas reserve of at least 10 000 000 MMBtu
- Have proof of redundant gas treatment equipment that guarantees the continuity of the supply of gas to the Purchaser and be willing to visit the said facilities to the Buyer;
- Have performed at least one (1) natural gas supply contract and provide proof of its execution;
- Number of years of experience: at least five (5) years in the production, sale, or purchase of natural gas.
Financial capacity
To have liquid assets in the form of own funds or credit lines up to ten billion (10, 000, 000, 000) FCFA justified by a certificate of a bank approved in Benin or having a correspondent in Benin.

7- The contract for the supply and transmission of natural gas via the West African gas pipeline will be concluded for a period of two (02) years and may be renewed at the request of the SBEE. The contract volume will be between 4, 000, 000 and 10, 000, 000 MMBTU per year.
