BUILDING LEARNING FOUNDATIONS PROJECT –REQUEST FOR TENDER FOR INTERNET SERVICES

The Building Learning Foundations project (BLF) is funded by the United Kingdom’s Department for International Development. BLF, which will run up to March 2021, aims to improve the quality of teaching and leadership in all of Rwanda’s government primary schools. BLF is being implemented across all thirty districts and will benefit 2, 494 schools and 24, 940 English and Mathematics teachers. The project is being managed by a consortium of three internationally recognized leaders in the education sector: Education Development Trust, the British Council, and VSO.



For this project, we will be providing online learning courses to English and Mathematics teachers in primary schools across Rwanda. To facilitate access to these courses we will procure and distribute approximately 2, 000 4G LTE SIM cards with monthly data bundles installed in Samsung Galaxy A 8 (2019) tablet computers. The SIM cards will be issued for a period of 18 months from April/May 2020. The British Council requires supply, delivery, and servicing of approx. 2, 000 SIM cards with postpaid monthly unlimited data bundles (minimum of Monthly Standard Smartphone Pack speed), blocking of inappropriate websites, reporting on usage of the internet, and the ability to ‘track my device’ if it is reported lost or stolen. Network coverage must be provided for 95% of Rwanda by geography as we require equity of access to the internet for remote schools.
