a) create an environment conducive to the proper development of adequate digital infrastructures through the adaptation of the legal and institutional framework of the digital sector and its harmonization in particular for connectivity and data,

(b) develop broadband networks and internet and transit services through the deployment of interconnected fiber optic backbone networks at regional level,

(c) simplify access to online services such as e-commerce as well as public services through the development of a favorable environment and the establishment of e-Government platforms in an approach of pooling and regional coordination,

d) develop skills in the digital field.
