Expression of Interest are invited for Studies, Monitoring and Training on Enviirmental and Social Impact.
The Government of the Republic of Guinea has received support from the French Development Agency (AFD) for the financing of the SARITEM-Guinea Project, and intends to use part of the funds to make payments under the contract with a firm for the environmental and social realization and secondly the studies / monitoring control of the rehabilitation and development works of the rice fields in the mangrove zone. The SARITEM project is part of a global approach to planning from the point of view of sustainability through its three dimensions: i) social (organization of uses and maintenance of perimeters); ii) economic (production systems and maintenance of works) and iii) environmental (management of rain and marine waters, stabilization of rice cultivation). The intervention also articulates actions concerning the downstream of the rice sector and other agricultural activities to mitigate the risks related to the vulnerability of the ecosystem, particularly in terms of saliculture (substitution of salt farming by salt culture solar) and rice-fish farming (increasing the productivity of the mangrove production system and encouraging environmentally friendly farming practices). Description of the services required The services of the consultant will include the following tasks: Lot A includes: 1. Completion of the Project Environmental and Social Impact Assessment (ESIA), 2. Implementation and monitoring of the associated environmental & social management plan (ESMP); 3. Vegetation cover monitoring; 4. The drafting of the E & S commitments to be integrated into the DAOs of the works; 5. Capacity building of stakeholders for the implementation of the ES assessment mechanism, environmental and social issues and tools; 6. Conducting E & S assessments of development subprojects prior to each intervention (linked to Lot B); 7. Realization of land studies. Lot B includes: 1. Consolidation of management studies in mangrove areas (pre-project technical studies should integrate SEAs as defined in lot A). 2. Rehabilitation studies of about 4000 ha of hydro-agricultural development in Lower North Guinea (APS / APD / DAO) in collective containment; 3. The resumption of development studies of 5 perimeters with a total area of ​​1, 206 ha in Lower North Guinea (APS / APD / DAO) in collective containment; 4. The studies of the global development of the extensions towards the BGS (APS / APD / DAO) for a cumulative surface area of ​​1, 282 ha; 5. Validation of GEP extension proposals; 6. Support for the selection of construction companies; 7. Control of rehabilitation, development and opening up works. 8. The design of flap valves by local operators The schedule forecasts are based on the following assumptions: (i) award at the end of 1 st half of 2018 (year 1 of the project); (ii) finalizing the ESIA and ESMP by the end of 2018; (iii) obtaining the EAC by mid - 2019 (year 2). In year 1 and 2, in order not to delay the good execution of the project, it is foreseen that light or zero or insignificant E & S impact interventions can be started before finalizing the ESIA and obtaining the EAC. Heavy interventions (new schemes with collective containment) will be launched after obtaining the CEC. E & S pre - intervention studies will be carried out at the same time as the pre - project studies and as the subprojects are implemented. They can be prepared (ii) in year 1 for light interventions if necessary with derogation from the BGEEE, given that the CCE will not be awarded until the 2nd semester of year 2 at the end of the EIES overall project. Volume and nature of the required expertise For lot A: These services will be performed by a multidisciplinary team of international and national consultants. As an indication, it is estimated at this stage a volume of services of: 20 HM for Phase 1, of which around 50% is international expertise in support of national consultants The study team will consist of at least 5 experts with the following profiles in terms of qualifications, skills and experience.
