Tenders are invited for SMART Nutrition Survey Consultant.

Joint Aid Management (JAM) in a non- governmental organization working in South Sudan implementing Food Security, Nutrition, Warehouse Management, General Food Distribution and Education. JAM implements SAM management in 8 OTP sites in Pibor County covering 4 Payams of Pibor, Lekuangole, Gumuruk and Verteth under UNICEF PCA which started in April and ends in December 2018.

Pibor County is traditionally agro-pastoralists, relying on a mixture of livestock rearing and agriculture to access food and income. Pibor County can be divided into two separate livelihood groups and often the two livelihood groups do not interact with one another. Settlements in the highlands, such as in Boma Payam, rely more heavily on agriculture than livestock rearing. One of the least understood parts of South Sudan is Pibor County in Jonglei State. The most recent IPC highlighted Pibor as one of the more concerning counties. Recent reports service as evidence that cattle raiding, for example the 2017 Duk cattle raids, has clearly become worse, more frequent, and far-ranging, but it is not clear why. Furthermore, changing seasonal patterns and the environment is likely driving the increase in frequency and intensity of cattle raiding. An atomized/dissolution of homogeneous tribal structures, in which clans or families that previously protect one another start to turn on one another in order to survive.

The last post-harvest anthropometric SMART survey in the area was conducted by JAM international in October 2017. The findings from this survey revealed a Global Acute Malnutrition (GAM prevalence was 26.8% (22.8?31.2 95% CI) and a Severe Acute Malnutrition prevalence (SAM) of 8.0 % (6.0? 10.6 95% CI) indicating a critical nutrition situation in the area.

In May 2018 International Medical Corps (IMC) carried out Pre-Harvest SMART Survey in Pibor County. The findings from this survey revealed a Global Acute Malnutrition (GAM) prevalence of 20.7% (17.0?25.0 95% CI) and SAM prevalence was 4.9 % 3.1? 7.4 95% CI) based on Weight-for-Height; GAM prevalence based on MUAC was 10.7% (8.2?13.7 95%CI) and SAM prevalence based on MUAC was 1.2% (0.6?2.5 95% CI); No cases of oedema were identified. Total stunting was 7.2 % (4.6? 11.0 95% C.I.) and severe stunting was 1.1 % (0.5? 2.3 95% C.I.); Total underweight was 13.6 % (9.8? 18.5 95% C.I.) and severe underweight was 2.3 %.

Post Harvest Pibor County Nutrition Survey has been planned 2018 by JAM in collaboration with UNICEF South Sudan Nutrition Sector as one of the key activities under JAM and UNICEF PCA of 2018.

Survey Justification

The Post Harvest Standardized Monitoring and Assessment of Relief and Transitions (SMART) Survey will be carried out in order to assess the prevalence of malnutrition and to monitor nutritional status of specific population groups in Pibor. It will also act as part of the on-going nutrition surveillance in Pibor County.

Specific Objectives of the survey

1. To determine prevalence of acute malnutrition among children aged 6-59 months in Pibor County to estimate acute and chronic malnutrition (global acute malnutrition, underweight and stunting levels).

2. To assess maternal nutrition status in Women of Reproductive Age (15-49 years old) in Pibor county

3. To assess coverage of access to key primary health care services for child survival outcomes in Pibor County

4. To assess two-week retrospective morbidity among children aged 6-59 months in Pibor County

5. To assess retrospective mortality (Crude Mortality and U5 Mortality Rates) over 3 months recall period among populations in Pibor County.

6. To assess contextual factors contributing to malnutrition such as Food Security, Dietary Diversity for Women and WASH in Pibor County

7. To assess levels of Infant and Young Child Feeding (IYCF) practices among mothers and primary caregivers of children aged 0-23 months in Pibor County.
