Expression of Interest are invited for Service Contract of Two (2) National Consultants, Engineer in Rural Engineering.
SUPPORT PROJECT FOR THE ALTERNATIVE WELFARE OF CHILDREN AND YOUNG PEOPLE IN THE COBALT SUPPLY CHAIN (PABEA-COBALT)

The Government of the Democratic Republic of Congo has received funding from the African Development Bank Group to cover the cost of the project to support the alternative well-being of children and young people involved in the cobalt supply chain (PABEACOBALT), and intends to use a portion of the sums granted under this Grant and Loan to finance the service contract of two (2) national consultants, engineer in rural engineering.
The services provided under this contract are to provide technical assistance to the PABEA

COBALT Project Coordination Unit (PCU).

In accordance with the model agreed between the project stakeholders, the socio-economic

conversion of young people in the agricultural sector will be done through the development

of agricultural sites.

More specifically, the mission of the consultant will enable, among other things, the

following:

??Make an inventory of existing agricultural and rural infrastructures;

??Participate in the realization of technical studies;

??Participate in evaluations of technical studies;

??Participate in the validation of agricultural and rural infrastructures to rehabilitate or build

(agricultural routes, rural markets, berths, multifunctional centers, water supplies, health

centers, sanitary facilities, houses, water boreholes, drinking water sources, warehouses,

warehouses of agricultural products, sheds of transformations, etc ...);

??Participate in the validation of the measurements made on the ground by the Consultant;

??Participate in the validation of the plans of the works proposed by the Consultant;

??Participate in the estimated evaluation of the work to be carried out for each site;

??Participate in the development and validation of the technical requirements of hydroagricultural structures and rural infrastructures;

??Participate in the development of the DAOs;

??Participate in the evaluation of offers (members in different committees);

??Participate in the development of RDTs for the selection of the FTA Office (Local

Implementing Agency);

??Participate in the development of RDTs for the training of the services of the Technical

Ministries involved in the Project (Rural Habitat, DVDA, SNHR, etc.);

??Participate in the development of Annual Work Plans and Budget (AWPB);

??To report on the status of Project work;

??Participate in the preparation and on-site support of the supervision, monitoring and evaluation

missions of the Government and AfDB and the Project's Technical Audits;

??Follow up the contractors' performance contracts for works contracts;

??Realization of technical and temporary receptions of the works (works) realized on ground

while respecting the standards and rules of the art according to the clauses of the contract;

??Participate in the final receptions of the works (infrastructures);

??Take charge of any other file that will be assigned to him by the Project Coordinator in line

with his profile and his attributions.

Qualification : The expert (Engineer in Rural Engineering) must have the following profile:

??Hold an Engineer's degree (Minimum Bac +5) in Rural Engineering, Civil Engineering or

equivalent;

??Have at least 10 years of professional experience in the fields of hydro-agricultural

development, agricultural and rural infrastructure;

??Have participated in at least 5 design, calculation and realization studies of agricultural and

rural infrastructure works;

??Have at least 5 years of professional experience in technical, architectural and control /

supervision studies of rehabilitation works and construction of agricultural and rural

infrastructures;

??Have a professional experience of at least 5 years in the design and construction of small

hydraulic structures;

??Have experience of road works by HIMO (High Intensity of the Workforce);

??Have a good command of computer tools, especially Microsoft software (Word, Excel ...) and

engineering software (AUTOCAD, ROBOBAT, 3D CIVIL, SKETCH UP, EPANET, etc.);

??Be able to ride on the bike in difficult terrain;

??Have relevant experience in training and organizing beneficiaries of infrastructure projects

would be an asset;

??Being able to work under stress and in post-conflict zone;

??Indicate which languages have been mastered.
