1. Purpose and Objective:

This consultancy is part of the set of health information systems strengthening activities implemented through the partnership between the United Nations Children`s Fund (UNICEF) and the Ministry of Health of the Republic of Mozambique (MISAU).

In recent years, great progress has been made in the implementation of new interventions and expansion of existing ones in the various programs of the National Health System to increase coverage and improve the quality of health services provided at both health facility and from the community.

To document, monitor and evaluate the progress and impact of implementing these interventions, as well as to identify and address their constraints, electronic health information platforms and systems, including the Health Information System for Health, have been strengthened. Monitoring and Evaluation (SISMA), and other complementary interfaces for collecting, managing, analyzing and reporting data electronically.

Examples are information gathering applications on phones or tablets, such as the UpScale used by community-based EPAs, or the hospital management module using the same platform as SISMA, which among other features allows reporting the causes of maternal, perinatal and maternal deaths. from the main health units in the country. As the health information system is dynamic and growing, therefore, it is important to ensure interoperability between different electronic platforms and systems, and that data collected from different sources and at different levels are consistent with each other. each step of the data flow and ultimately can translate into process and impact indicators aligned with programmatic priorities.

The overall objective of this consultancy is to provide technical assistance in strengthening the health information system.

The specific objectives are:

i. Consolidate interoperability and operation of different electronic health information platforms and systems

ii. Improve the availability and quality of routine data in SISMA

2. Methodology and Technical Approach:

Under the guidance and general coordination of the DIS Directorate, the consultant will work closely with the relevant MISAU departments: DPC (DIS) and DNSP (HIV, Nutrition, SMI, Community Health and other programs as needed) at national level. and provincial, to complete the expected activities and products.

The consultant will also collaborate closely with the technicians of Saudigitus, a company contracted by DIS for the implementation and technical assistance regarding SISMA.

Within the context of the bilateral agreement between UNICEF and the University of Oslo (UiO), specialized technical assistance reinforcement could be obtained should this need be identified.

Where relevant, the consultant will participate in the PIMA SIS and M&A technical groups and contribute to the priority activities developed there.

The consultant will be based on DIS at MISAU premises, and will be provided with the necessary working conditions.

3. Activities and Tasks:

§ Follow-up of the implementation of the Electronic System for Tracking HIV Patients in Treatment (SESP), including the importation of data already collected into the DREAM database.

§ Ensure interoperability between SISMA and the different digital systems that will power or interact with it.

§ Harmonize the nomenclature and create a dictionary with the definitions of all indicators entered in SISMA to allow the user a clear interpretation.

§ Ensure the integration of the WHO data quality assurance application into SISMA.

§ Collaborate in the development of a SOP for the process of inclusion of new indicators or revision of old indicators in SISMA by the different departments and programs of MISAU.

§ Collaborate to ensure the introduction in SISMA of all agreed indicators for the health sector performance assessment, following the recommendations of the 2017 performance assessment, and taking into account the priorities of the PESS.

§ Collaborate in mapping indicators that need alignment / correction in terms of disaggregation from source to SISMA based on programmatic relevance (eg. Disaggregation by sex and age group in HIV indicators to distinguish adolescents)

§ Collaborate for SOP to expand data quality assessment activities.

§ Collaborate to ensure the functioning of SISMA Hospital in all hospitals in the country, in all its functionalities including the reporting module of audits of maternal, perinatal and neonatal deaths.

§ Where relevant, the consultant will participate in meetings of the SIS and PIMA M&E technical groups and contribute to the activities carried out there.

§ Collaborate on the development of a sustainable expansion plan for a facility-level data entry system using digital devices (phones, tablets, computers) directly in SISMA with data quality validation along the data stream.

§ Other activities identified by the DIS Directorate and agreed with UNICEF.

The consultant will complete all activities and products listed in the attached terms of reference and will present reports showing the progress achieved within the stipulated deadlines:

a. Delivery of monthly activity progress reports by the 5th of each month.

b. Submission and discussion of the first half-yearly report (by 28 February 2019).

c. Delivery and discussion of the final activity report (by 15 August 2020).

Payment will be made in twelve monthly installments (12) starting in September 2019 according to budget

§ Qualifications and Specialized Knowledge:

§ Degree of equivalent level or higher, in the area of ??Information Technology, Computer Engineering or Electronics;

§ Mastery of information technologies in particular for databases, development languages ??and computational infrastructures in resource-poor environments.

§ Minimum experience of 5 years working with Electronic Patient Tracking Systems;

§ Experience in designing and implementing information systems, preferably in the health sector in Mozambique;

§ Experience in collaboration with the Ministry of Health and partners in health information systems.

§ Good interpersonal skills and ability to mediate discussion groups;

§ Excellent knowledge of spoken and written Portuguese.

§ Preference for national consultants, although international consultants will also be considered if there are no national applications that meet the requirements.
