General Procurement Notice for Selection Procedure of Consultants Required for the Provision of Technical Design and PPP Structuring, Capacity Building, Project Marketing and Commercialization and Audit Services

1. The Republic of Guinea-Bissau has received from the African Development Bank (AfDB) a US $ 2 million grant from the United States of America (US $ 2, 000, 000) from the resources of the Project Preparation Fund. New Partnership for Africa`s Development (IPPF-NEPAD), to finance the preparatory activities (studies and related activities) of the Buba Mineral and Commercial Deepwater Port Construction Project and its implementation in concession.

2. The project has the following objectives :

(a) Export at a competitive cost Guinea-Bissau bauxite and other products of the country;

(b) Expand the Guinea-Bissau market and integrate it with the markets of neighboring countries (Senegal, Guinea-Conakry, Mali) ;

(c) To open up the inland areas of Guinea-Bissau that do not have direct access to a seafront;

(d) Reduce freight costs and generate economies of scale;

e) Accelerate economic integration within ECOWAS;

(f) Stimulate productivity and improve the competitiveness of Guinea-Bissau`s economy, and

g) Attract more private investment to the country.

3. The main components of the project are as follows:

§ Technical and Structuring Study PPP;

§ Project management;

§ Capacity building of the Project Executing Agency;

§ Marketing and commercialization of the project;

§ Technical and Financial Partners Round Table; and

§ Accounting and financial audit of the project.

4. Eligibility criteria, shortlisting and selection procedure of Consultants required for the provision of technical design and PPP structuring, capacity building, project marketing and commercialization and audit services will comply

to the acquisition of the African Development Bank Policy dated October 15, 2015 available on the website of the Bank at: http://www.afdb.org

Tenders for consultancy services for studies will be available

in October 2019.
