Tenders are invited for 'Selection of an International Consultant (Office / Cabinet) Responsible for the Detailed Technical Design and Supervision of the Works.
The Government of the Republic of Guinea received in loan form a grant from the Islamic Development Bank (IDB) of US $ 54, 000, 000 to cover part of the cost of the Conakry Sanitation Project, and intends to use a portion of the sums granted to finance consulting services. The purpose of this Notice of Expression of Interest Limited to IDB Member Countries is to establish a shortlist of international consultants for the Restricted Consultation forthe detailed technical design and supervision of the works as well as the validation of the acceptance tests of the various works and the assistance to the Project Management Unit (PMU) in the implementation of the procurement and payment procedures ( analysis of offers, formation of contracts, certification of payment requests). The planned duration of the project is four (04) years (see the General Procurement Notice (AGPM) for this project published in the weekly International Jeune Afrique from 03 to 09 June 2018. The IDB financing will cover the following activities: (i) the construction of primary, secondary and tertiary drainage channels for rainwater in the Ratoma (28, 663 ml) and Matoto (26, 954 ml) watersheds; (ii) the rehabilitation of the Minière dump and; (iii) the rehabilitation and extension of the capacities of the Yimbaya Waste Sludge Treatment Stations (STBV) at 250m3 / day (Matoto commune) and Sonfonia at 250m3 / day (Ratoma commune) and their access roads . The Project Management Unit invites eligible International Consultants (nationals of IDB member countries) to apply for the services. Interested international consultants must produce information on their abilities and experience demonstrating that they are qualified for the services (documentation, benchmark of similar services, experience in comparable missions, availability of adequate skills among their staff, etc.). Experience in the following areas or tasks will be considered a minimum requirement for the assignment: • Detailed design of sanitation works (ODA) • Development of CAD; • Technical inspection of works including the drafting of technical reports; • Assistance in the control of attachments, the conduct of temporary and permanent reception of works. A number of six (06) to eight (08) international consultants will be retained at the end of this Notice of Expression of Interest. A maximum of two (02) international consultants will be retained per IDB member country whose nationals are candidates. The consultants can be candidates in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, that is to say a group of companies, an intermediate form association or an intention to subcontract. The selection will be in accordance with the procedures stipulated in the Guidelines for the use of Consultants in projects financed by the Islamic Development Bank (current edition).
