Expression of Interest are invited for Selection of a Consulting Firm for the Updating of Studies, Monitoring and Control of the Construction Work of Fourteen (14) Fecal Sludge Treatment Plants in 12 Cities.

I. The Government of the Republic of Côte d`Ivoire has requested and obtained from the Islamic Development Bank (IDB), financing amounting to 28, 245, 000, 000 FCFA (€ 43, 060, 000) to cover the cost of the Improvement Project of the Management of the Materials of Drainage (PAGEMV) in Ivory Coastand intends to use a portion of the funding provided for consulting services. The purpose of this Notice of Expression of Interest is to establish a short list of consulting firms for the purpose of the Restricted Consultation for updating studies, monitoring and control of works as well as assistance to Project Management Unit (PMU) in the analysis and analysis of offers for the selection of companies and in the certification of payment requests of construction companies.

II. The planned works consist of the construction of fourteen (14) fecal sludge treatment plants in 12 cities of Côte d`Ivoire, namely:
1. Three (3) 500 m3 / day stations in Abidjan including one methanisation unit,
2. One (1) station of 200 m3 / day at Bouaké,
3. Six (6) stations of 100 m3 / day each in the cities of Abengourou, Bondoukou, Man, Daloa, Gagnoa and Soubré,
4. Four (4) ) stations of 50 m3 / day each in the cities of Daoukro, Dimbokro, Séguéla and Odienné.

III. The National Office of Sanitation and Drainage (NADO), Project Executing Agency, acting on behalf of the Ministry of Sanitation and Sanitation (MINASS), invites interested candidates to express their interest in providing the benefits described in point IV. Consultants can be candidates in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, that is to say a group of companies, an intermediate form association or intention to subcontract.

IV. The consulting firms concerned must provide information on their capacity and experience demonstrating that they are qualified to perform the services requested (documentation,
reference of similar services, experience in comparable missions, availability of adequate skills among their staff, etc. .). Experience in the following areas or tasks will be considered a minimum requirement for the mission:

1. A Detailed Design Study (DPA) of Fecal Sludge Treatment Plant,

2. A follow-up and control mission for the construction work of a fecal sludge treatment plant or a sewage treatment plant or a
drinking water treatment plant,

3. An APD study or monitoring and control of the work of an anaerobic digestion station.

NB : A number of five (05) to six (06) consulting firms will be retained at the end of this Notice of Expression of Interest. A maximum of two (02) consulting firms will be retained per country.

V. The selection will be in accordance with the procedures stipulated in the Guidelines for the Use of Consultants in projects financed by the Islamic
Development Bank (April 2019 edition).
