The electricity sector in Togo has been under-invested in energy production and distribution infrastructure. As a result, the country is currently experiencing an energy supply deficit in the face of rising demand. Togo is thus heavily dependent on neighboring countries to cover its energy needs, which themselves have difficulties in honoring their supply contracts. The Ministry of Economy and Finance has sent requests for funding to the French Development Agency (AFD), the European Investment Bank (EIB) and the European Union (EU) for co-financing of the Sarakawa project. Part of this funding will be used to make payments for consulting engineering services for the Sarakawa hydroelectric project in Togo.
The Services of the Consultant will have as its object a consulting engineering service in two phases, the second being conditioned to the securing of the financing by the co-financers.
Phase 1: (12 months):
• The completion of the Sarakawa hydroelectric project's preliminary design including:
o Hydrological studies;
o The realization of a Lidar;
o The analysis of different technical variants (including the possibility of coupling the plant with a floating photovoltaic component or not).
• Preparation of the bidding documents (DAO) for the recruitment of a builder on the basis of an Engineering Procurement Construction (EPC) type contract;
• AT2ER support during the manufacturer selection process and the negotiation of the contract;
• The completion of the preliminary draft of the rural electrification component of the project.
Phase 2 (48 months):
• Development of the detailed design and CAD for the recruitment of the company in charge of the rural electrification works;
• Development of the DAO for the recruitment of the operator of the plant on the basis of a contract of the type Operation & Maintenance (O & M);
• AT2ER support during the selection process of the O & M operator and the rural electrification company and the negotiation of contracts;
• Supervision of plant construction and rural electrification works;
• Monitoring of the guarantee period of the installations and their final acceptance;
• Communication on the project in collaboration with AT2ER and the communication agency that will be recruited.
The total duration of the consultant's services is estimated at 60 months, including the guarantee period. The start of services is expected in March 2019.
AT2ER invites the consultants to express their interest in providing the Services described above.
