NOTICE OF PUBLIC CALL FOR EXPRESSIONS OF INTERNATIONAL INTEREST

SELECTION OF A CONSULTANT FOR THE IMPLEMENTATION OF LIVE WORK
1. This public call for expression of interest follows the Notice Général de Passation des Marchés published on the public procurement website www.marchespublics.sn and in the newspaper “Le Soleil” on December 27, 2019.
2. Senelec has obtained, within the framework of its investment budget, funds, and with the intention of using a portion of these funds to make payments under the Contract relating to the “Consultant Selection for the implementation of live works”.
3. Objective of the mission:

The services requested consist of supporting Senelec in setting up an operational live work team with the necessary tools and equipment to perform operations in complete safety.
4. Mission of the consultant:

The consultant studies the feasibility of the range of live work below on the Senelec network:
Diagnosis of composite insulators for the detection of anomaly,

Replacement of insulators (glass and composite),

Repair of conductor,

Uncoiling and removal of ground wire,

Removal of foreign bodies (on all parts of the line),

Replacement of insulator chain accessories,

Power washing of HTB AIS stations.

This list is not exhaustive and given the consultant`s experience in live work, he can offer other ranges of live work applicable to the Senelec network.

For live washing, Senelec has acquired a washing truck and has already set up a live washing team for the line insulators. This team is operational.
The consultant will have to carry out the feasibility study of the washing under power of the HTB AIS stations of Senelec (audit of procedures, washing material, equipment, etc.) and to train the agents of Senelec to wash under power of these stations if applicable. .
5. The duration of the mission is scheduled for twenty-two (22) months from the notification of the start-up service order, in order to cover the acquisition phase of specific tools and equipment.
The mission will take place throughout the national territory according to the needs of SENELEC and it will implement all the means necessary for the proper conduct of the study.
6. Senelec invites eligible consultants to express their interest in providing the services described above. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience for the performance of the Services.
The consultant must meet the following requirements:
- The consultant or the concessionaire must carry out live work for more than thirty years in lines and HV Substations;
- The consultant must have solid experience in the transfer of skills in the field of “setting up live works in an electricity company and support” for a third party;
- The consultant must have solid experience in project management (an organization suitable for the management of such a project);
- The consultant must have competent and experienced staff to carry out this project.
Each experience must be justified by a certificate of good execution duly signed by the client and mentioning the cost of the services.
NB: Candidates can join forces to strengthen their respective skills. In this case, they must present a grouping agreement clearly indicating the leader who will be Senelec`s sole interlocutor in the conduct of the mission. The group will be united. However, a cabinet should not express its interest more than once, alone and / or in several forms of groupings, under penalty of rejection.
The preselection of candidates will be done in accordance with the regulatory provisions in force with regard to the Senegalese public procurement code (decree n ° 2014-1212 of September 22, 2014 on the Public Procurement Code).
7. Assessment criteria for establishing the shortlist
i) Specific experience of the Consultant in the management of projects of “Installation of Live Works in HV lines and substations and support: 40 pts
• Prove having implemented and practiced TST lines and substations for more than twenty years (1 point / year capped at 20 pts);
• To prove that they have carried out a project to set up TST for electricity transmission network concession companies of the minimum size of Senelec with satisfaction (15 pts; provide certificates of proper execution or any other supporting document);
• Prove having carried out at least one similar project in the sub-region or in Africa (5 points; provide certificates of good execution or any other supporting document).
ii) Qualification of personnel (Note: this minimum team is intended for preselection but can be extensible in the Request for Proposals): 60 Pts
Have in the team:
• Project Manager: Electromechanical engineer or equivalent with experience as a Project Manager in similar fields (Transfer of competence in the field of TST) and having led or actively participated during the last ten years in projects of transfer of competence in the field of TST lines and stations in concessionary network companies of transport (20 Pts; provide Diploma and references);
• HTB line TST expert and HTB position TST expert: Electromechanical engineer or equivalent having actively participated during the last ten years in skills transfer projects in the field of line TST and / or installation of TST HTB stations (20 Pts; provide Diploma and references);
• HTB Lines TST Operator and HTB Substation TST Operator: Electromechanical technician level or equivalent and having managed during the last ten years TST HTB lines projects in an electricity transmission network (20 Pts; provide Diploma and references)
NB:

The note minimum requirement is 70 points.
All supporting documents for the academic levels and experience requested (Diplomas, certificates, CV, etc.) must be provided in the offer.
Bidders who failed to integrate an item of these technical criteria will be considered as having a zero score for the item.
8. Candidates qualified at the end of the preselection will then be invited to present their technical and financial proposals.
