Expression of Interest are invited for Selection of a Consultant in Charge of Project Management Assistance for the Kossou Floating PV Plant Project.

Côte d`Ivoire, economic leader of the UEMOA region, aims to be an emerging country by 2020 thanks to strong economic growth based on the development of all sectors of economic activity. This vision of being an emerging country by 2020 requires, in particular, investments in the electricity sector. To this end, four master plans finalized have identified the priority investments to be made in all segments of the production, transmission and distribution of energy as well as the means of supervision and management of electricity networks. the period 2015-2030.
In order to ensure the country`s energy security, the production master plan calls for a balanced production fleet strategy corresponding to a maximum of 60% of energy from a single source. Thus over the 2015-2030 period, in addition to conventional sources (hydraulic and thermal gas), it is proposed to increase the share of renewable energies (the objective being to reach 42% of renewable energies in 2030), including the solar photovoltaic.
In order to minimize the land footprint of this technology, CI-ENERGIES has carried out a study of the opportunity of floating solar in Côte d`Ivoire, which led to retain Lake Kossou as a place to focus for the installation of the first floating solar power plant of the country.
Ivory Coast wants to build public control of this pilot floating solar power plant from 10 to 20 MWp near the hydroelectric development of Kossou. CI-ENERGIES, a heritage company in the electricity sector, is the project owner of this project.
Pre-Project technical studies are currently being conducted. This Call for Expressions of Interest relates to the AMOA Travaux market, which is awarded by CI Energies.
2. SCOPE OF THE PROJECT
CI Energies has received funding from the French Development Agency ("AFD") for this project, and intends to use part of the amount of it to make payments to the project. title of the Kossou floating PV plant construction project.
The Candidate`s services will consist of the Project Ownership Assistance for the Construction Project of the Kossou Floating Solar Power Plant:
- The validation of the procurement documents (DAO) of the EPC contract and the negotiation of the contract with the companies selected for the works (EPC procurement assistance),
- The validation of the execution studies elaborated by the company or companies,
- The inspection of the manufacturing and the transport supervision of the most critical equipment,
- Supervision and control of the work and phase O & M,
- Monitoring the application of social, environmental, hygiene, health, safety,
- The production of periodic reports (monthly and quarterly),
- The organization and participation in the provisional and final acceptance missions,
- The supervision of the commissioning of the works,
- The development or validation of the operating and maintenance manuals,
- The performance monitoring during the deadline. of guarantee,
- The production of the provisional reports and the end of works.
The mission of the Consultant will be carried out in accordance with the laws and regulations of Côte d`Ivoire concerned by the project as well as the international conventions adopted by the state.

The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for Contract Award Financing". by AFD in foreign states ", available online on the AFD website: http://www.afd.fr.
3. SELECTION PROCESS
Applicants may submit only one application in their own name or in Grouping. If a Candidate (including the member of a Group) submits or participates in several applications, they will be eliminated. On the other hand, the same Subcontractor may participate in several applications.
If the Applicant is a Group, the Expression of Interest must include:
- A copy of the Groupement agreement concluded by all its members,
or
- A letter of intent to constitute a Groupement, signed by all its members and accompanied by a copy of the proposed Groupement Agreement.
In the absence of this document, the other members will be considered Subcontractors.
The references and qualifications of Subcontractors are not taken into account in the evaluation of applications.
Interested Candidates must produce information demonstrating that they are qualified and experienced to perform the present Services. As such, they will justify that they have recent and similar service references.
The similar character of the references will be analyzed according to:
- the size of the markets;
- The nature of the services:
o Proven experience in international procurement for the construction of PV plants and interconnection stations,
o Proven experience in the control and supervision of the construction of PV plants and substations Interconnection,
o Proven experience in managing the social and environmental impacts of solar projects,
- Domain and technical expertise: solar photovoltaic and in particular floating solar (minimum 3 references in floating PV);
- Experiences in Côte d`Ivoire or similar geographical context (West Africa).

The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- Expertise and internal availability of technical support provided to experts located in Côte d`Ivoire or in the sub-region;
- Work with local partners;
- Candidate`s quality assurance procedures and certifications (ISO 9001, environmental and social certification).
CI Energies reserves the right to require or seek, if necessary, additional information to verify / confirm the regularity and authenticity of the information transmitted within the applications.
CI Energies will draw up a shortlist of a maximum of six (6) Candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
