1. BACKGROUND
Electric sector
The electricity sector in Côte d`Ivoire faces several challenges, including strong growth in demand, an ambitious rural electrification program, a desire to diversify the electricity mix and a target of 42% energy renewable in 2030.
CI-ENERGIES, created by decree n ° 2011-472 dated December 21, 2011, aims, in the Republic of Côte d`Ivoire and abroad, to plan the supply and demand of energy electric, project management of works coming back to the State as conceding authority, as well as monitoring the management of electric energy movements. In November 2017, the Council of Ministers adopted two decrees which widen the field of activity of CI-ENERGIES to the production of electricity. In addition, they specify the legal regime for the transferred assets and the methods of accounting treatment of the assets transferred to CI-ENERGIES, following the dissolution of SOGEPE and SOPIE in December 2011.
CI-ENERGIES also supports the MPEER in the definition and implementation of sector strategies, in particular for the development of renewable energies. CI-ENERGIES is the heritage company in the electricity sector and owns all of the network, telecontrol and hydroelectric power plants currently in service.
The CIE is the private concessionaire of the public electricity service. It operates the electrical transmission and distribution networks, the national dispatching center and the other power stations, as well as public hydroelectric works with the exception of Soubré.
Access to electricity
Access to electricity is a major issue in Côte d`Ivoire, benefiting from strong political support. The National Development Plan 2016-2020 established in 2011 set itself the objective of raising the national coverage rate (number of electrified localities / number of localities) from 39% in 2016 to 64% in 2018 and 77% in 2020. The National Program for Rural Electrification (PRONER) which resulted from it, adopted by the Council of Ministers in 2013 and whose objectives were updated recently, aims to have all of the localities of more than 500 inhabitants connected by 2020 and that the whole country will be by 2025. At the end of 2017, 4, 500 of the 8, 000 localities with more than 500 inhabitants in Côte d`Ivoire were electrified, representing a coverage rate of 56%.
This Program was supplemented by the Electricity For All Program (PEPT), adopted in 2014 by the government. The PEPT aims to give effective access to electricity to all the populations living in an electrified locality by 2020. To achieve this, flexible methods of acquiring connections are put in place, with the spreading of the cost of the connection (payment of 1, 000 FCFA then reimbursement of the balance, of approximately 165, 000 FCFA, charged to invoices over several years). PEPT initially targeted 200, 000 new connections each year, or 1 million by 2020. At the end of 2018, PEPT benefited around 360, 000 households.
Smart grids
The extension of the electrical networks, the diversification of the means of production and the development of interconnections with neighboring countries generates needs for modernization of the infrastructures making it possible to improve the operation of the network and the power stations. CI-ENERGIES is therefore in the deployment phase of a program to modernize and decentralize its dispatching and telecontrol facilities. A new dispatching unit is under construction in Yamoussoukro and the construction of a mirror dispatching unit is planned in Abidjan. In addition, CI-ENERGIES wishes to deploy Transport and Distribution telecontrol centers in the regions.
Solar energy and floating PV
Côte d`Ivoire plans to install a capacity of 340 MW of solar power plants by 2030. If certain private projects are under development, CI-ENERGIES also wishes to develop a fleet of public solar power plants. In this context, CI-ENERGIES carried out an opportunity study on the technology of floating solar power plants, which demonstrates a significant potential of more than 7, 000 MWp in Côte d`Ivoire thanks to the large surface area of ​​dam lakes. CI-ENERGIES therefore decided to build and operate a pilot floating solar power plant in order to facilitate the launch of this sector in Côte d`Ivoire and in the sub-region.

This Call for Expressions of Interest relates to a project management assistance market for a project in the electricity sector involved in (i) access to electricity, (ii) smart grids, and (iii) solar energy.
2. SCOPE OF THE PROJECT
CI-ENERGIES receives funding from the French Development Agency ("AFD") for the Promotion of Access, Smart Grids and Solar Energy (PARIS) project including the following components:
1. Construction of a 20 MWp pilot floating solar power plant on Lake Kossou
2. Construction of a new dispatching center in Abidjan and three distribution control centers
3. The electrification of 185 rural localities, the prefinancing of social connections for 13, 000 households and a support program to maximize the socio-economic impacts of electrification
4. The prefinancing of 79, 000 additional social connections in the country .
This financing from AFD takes the form of a loan of € 98 million and a grant of € 11 million. The latter corresponds to a grant delegation from the European Union. The project is managed by a Project Execution Unit (CEP) at CI-ENERGIES. Each component will be structured with (i) a project management / consulting engineer contract for carrying out technical studies, support for the award of work contracts and works control, and (ii) one or more contracts for works.
The Applicant`s services will consist of a project management assistance mission to CI-ENERGIES aimed at facilitating the implementation of the project. The heart of the service is of the “Project Management Officer” (PMO) type. This mission will include the following tasks:
1. Support for project management
a. Coordination between the PIU and the different stakeholders,
b. Development and periodic updating of the general project schedule,
c. Monitoring of the actions of stakeholders: CI-ENERGIES, prime contractors, donors, etc.
d. Implementation and monitoring of a documentation management system and a document sharing platform with differentiated management of rights according to users
e. Implementation and monitoring of the use of a procedures manual, in particular for the validation of project documents (company deliverables, CAD ...), payment requests, reports, etc.
f. Establishment and operationalization of steering and monitoring bodies for the project and its various components, sending of invitations, production of reports
2. Support for financial and accounting management
a. Development and periodic update of financial monitoring tools (budget, invoice tracking, disbursement and payment forecast, etc.)
b. Preparation of payment requests to AFD,
3. Support for the management of project management, audit and communication contracts
a. Support for procurement
b. Analysis / preparation of endorsements
c. Control of invoices
d. Analysis of requests for changes of expert for EOMs,
e. Analysis of deliverables
f. Monitoring of Consultants` contractual commitments
4. Support for environmental and social monitoring
a. Critical analysis of E&S documents produced by MOEs,
b. Support to CI-ENERGIES for the implementation of RAP
5. Monitoring of agreements
a. Technical, financial and E&S reporting,
b. Monitoring of the obligations of the contracting authority with regard to the agreements and in particular the specific commitments
c. Support during project evaluations and audits
6. Initial and continuous training of the Project Execution Unit
a. Project management training
b. Training in the tools developed (planning, financial and accounting monitoring, etc.)

The Consultant`s missions may cover other projects and studies funded by AFD.
This list of tasks cannot be contractual and is likely to evolve before the selection of the Consultant. It is expected (i) the presence of one or more full-time people at CI-ENERGIES for the entire duration of the project (5 years), and (ii) specific expertise (public procurement, contractual monitoring, financial monitoring …) Necessary to achieve market objectives.
The mission of the Consultant will be carried out in accordance with the legislative and regulatory texts of Côte d`Ivoire concerned by the project as well as the international conventions adopted by the State.

3. SELECTION PROCESS
Applicants can only submit one application in their own name or in a Group. If a Candidate (including the member of a Grouping) submits or participates in several candidatures, these will be eliminated. However, the same Subcontractor can participate in several applications.
If the Candidate is formed into a Grouping, the Expression of Interest must include:
- A copy of the Grouping agreement concluded by all of its members,
or
- A letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Subcontractors.
