SELECTION OF AN ARCHITECTURE FIRM OR STUDY OFFICE RESPONSIBLE FOR TECHNICAL STUDIES, MONITORING AND MONITORING OF THE REHABILITATION WORK OF THE YAMOUSSOUKRO SCIENTIFIC HIGH SCHOOL
CONTEXT

The C2D - Education Training Project Coordination Unit (UCP C2D-EF) obtained funds under the debt reduction and development contract (C2D) signed between France and Côte d'Ivoire and managed, on the French side, by the Development Agency (AFD) and intends to use part of these funds to make payments under the Contract relating to the selection of an architectural firm or the design office responsible for technical studies, monitoring and control of the rehabilitation works of the Yamoussoukro scientific high school (LSY).

PURPOSE - DESCRIPTION OF SERVICES

The services of the consultant will consist in:
- Carrying out the detailed general inventory of the school;

- Carry out the preliminary studies (APS) of the YAMOUSSOUKRO SCIENTIFIC HIGH SCHOOL taking into account the characteristics of the site and the structure for the implementation of the teaching and accommodation program;

- Carry out the Detailed Preliminary Project (APD) and the technical tender dossier (DTAO) for the selection of the companies that will be responsible for the rehabilitation works;

- Provide assistance to the Contracting Authority during the analysis and analysis of offers, until the signing of contracts (clarifications to be provided to candidates in the context of requests for clarification, and assistance during analysis offers) ;

- Once the work contracts have been signed, the Service Provider will monitor the work until provisional acceptance. He will also follow up during the warranty period and assist the Client for final acceptance.

To meet the needs of the project, as part of the project management, the consultant will have to set up a team of specialists / experts, made up in particular of the following experts:

• A Project Manager: Architect;

• A Civil Engineer or building engineer;

• An Engineer specializing in Building Structure;

• An Engineer specializing in Fluids (Electricity and Air Conditioning Option);

• An Engineer specializing in Fluids (Plumbing-Sanitary Option);

• An engineer specializing in VRD (roads and various networks);

• A Construction Economist - Quantity Surveyor;

• An Environmental Specialist (Environmentalist or equivalent);

• A Civil Engineer Director of works, supervisor of construction works.

EXPRESSION OF INTEREST

The Coordination Unit of the C2D Education - Training Project invites interested firms to Express their interest in accomplishing the mission as described above.

The eligibility criteria for AFD financing are specified in article 1.3 of the “Procurement Directives financed by AFD in foreign countries” available online on the AFD website www. afd.fr .
PROFILE AND REFERENCES OF THE CONSULTANT

• PROFILE OF THE CONSULTANT

The Consultant must be an architectural firm or a design office.

As proof of their status, the consultant must join the architect's approval (for firms) and the trade and furniture credit register or possibly a notarial status (for design offices).

If the consultant is grouped, the expression of interest must include:

- A copy of the grouping agreement concluded by all of its members.

OR

- A letter of intent to form a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
The consultant must attach the signed and signed Declaration of Integrity to his application (To be collected from the UCP-EF).
Failure to do so will mean rejection of the application.

• REFERENCES OF THE CONSULTANT

Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services.

As such, they will justify that they have references to recent and similar services (in particular by providing associated project files accompanied by certificates of good performance of the assignments).

The consultant must justify, during the last five (05) years (2014-2018) or (2015-2019), proven experience of at least three missions in the field of design and studies, and at least three missions to monitor and control construction sites and / or renovate buildings of similar complexity.

The similarity of the experiences will be analyzed according to the defined criteria, in particular:
- the scale and complexity of the markets: Large educational establishments (high schools, universities, university towns, secondary education establishments, etc.). The cost of the project will also be taken into account to define the scope of the mission;

- the nature of the Services: detailed technical studies, production of plans, etc., site supervision;

- the field and technical expertise: Basic technical installations (central air conditioning, plumbing, electricity, sanitation system, computer networks, kitchen, etc.);

- the geographic context: references in the Republic of Côte d'Ivoire or in West Africa, with studies carried out in French; (Experience in study, monitoring and control carried out with the Contracting Authority will be an asset).

The consultant must also justify:

- at least three (03) proven experiences, during the last five (05) years (2014-2018) or (2015-2019), in the elaboration of the CAD, the establishment of DQE.

The consultant must also:

- certify that he enjoys legal and financial autonomy and that it is managed according to the rules of commercial law, does not receive substantial subsidies or budgetary aid and that he cannot be subject to bankruptcy proceedings;
- Have ISO 9001 quality assurance certification or environmental and social certification.

The C2D Education-Training Project Coordination Unit will draw up a shortlist of six (06) candidates maximum, preselected on the basis of the evaluation of the applications received, to which it will send the Request for Proposals for the provision of the Services required. .
