7. Number and titles of lots

The contract is divided into 2 firm lots and a conditional phase for lot 2 Lot title:

CONDITIONS OF PARTICIPATION

8. Eligibility and rules of origin

Participation in the contract is open on equal terms to all natural and legal persons (whether they participate individually or as part of a consortium - of candidates / tenderers) which are established in a Member State of the European Union, in an ACP State, or in a country or territory authorized by the ACP-EC Partnership Agreement under which the program is financed (see also paragraph 27 below). 10. Number of applications

A natural or legal person may submit only one application, irrespective of the form of his / her participation (as an individual or as a leader or partner of a consortium submitting an application). If a natural or legal person submits several applications, all applications in which this person participates will be eliminated.

Economic and financial capacity of the candidate:

(a) the average annual turnover of the tenderer during the last three years must be at least EUR 30 000 000.
