7. Number and titles of lots

The contract is divided into 2 firm lots and a conditional phase for lot 2 Lot title:

Lot 1: PK 0 + 000 - PK 75 + 100: Section KAMUESHA - MBULUNGU (Slice closes)

CONDITIONS OF PARTICIPATION

8. Eligibility and rules of origin

Participation in the contract is open on equal terms to all natural and legal persons (whether they participate individually or as part of a consortium - of candidates / tenderers) which are established in a Member State of the European Union, in an ACP State, or in a country or territory authorized by the ACP-EC Partnership Agreement under which the program is financed (see also paragraph 27 below). In addition, participation is open to international organizations. All supplies and equipment purchased under this contract must originate from one or more of these eligible countries. They can come from any country when their amount does not exceed 100 000 euros.

9. Applications

10. Number of applications

A natural or legal person may submit only one application, irrespective of the form of his / her participation (as an individual or as a leader or partner of a consortium submitting an application). If a natural or legal person submits several applications, all applications in which this person participates will be eliminated.

Applicants can submit an application for one lot only, or every two lots. The contracts will be awarded batch by batch and each lot will be the subject of a separate contract.

11. Prohibition of association between short-listed candidates

Any application whose composition differs from that indicated in the application form will be eliminated from this restricted procedure, unless the contracting authority has given prior authorization - see section 2.6.3 of the Practical Guide. 12. Situations d’exclusion

13. Number of shortlisted candidates

The selection criteria for Lot 1 tenderers are as follows:

Economic and financial capacity of the candidate:

(a) the average annual turnover of the tenderer during the last three years must be at least EUR 30 000 000.

(b) if he is the sole tenderer, he must have access to a credit and other financial facilities sufficient to cover the cash flows required for the duration of the contract. In any case, the amount of available credit must exceed the equivalent of EUR 24 000 000.

Technical and professional capacity of the candidate:

(a) he must have completed at least 2 road projects of the same type or amount or complexity (including a bridge with a span of approximately 100m) comparable to the works covered by the offer that were carried out during the following period: years before the end of the submission period.
