CALL FOR A MANIFESTATION OF INTEREST IN APS, ODA AND ESIA TECHNICAL STUDIES, DEVELOPMENT OF DCE AND SUPERVISION OF WORKS FOR THE REHABILITATION OF THE BYPASS OF BANGUI M'POKO INTERNATIONAL AIRPORT

1. Purpose and financing

The Ministry of Urbanism, Town and Housing (MUVH) of the Central African Republic plans to seek financial assistance from the French Development Agency to implement the rehabilitation of the airport bypass international Bangui M'poko.

This call for expressions of interest concerns specifically the carrying out of planning studies, PSA and ODA which aim at defining and dimensioning the track as well as providing and establishing the cost of the various works envisaged, in order to make it possible to prioritize the infrastructure that will meet the objectives of the project. The Engineer will be in charge of the implementation of the control and supervision of the execution of the work (conditional phase).


2. Content of services

The Consultant will be mandated to:
- Carry out an economic study in order to (i) confirm the technical choice of a simple reprofiling over the entire length of the track or (ii) propose if necessary a technical choice adapted to the traffic, to be adapted according to the different sections of the track;
- Conduct technical studies (APS, APD, DCE) including environmental studies prior to the implementation of works;
- Provide a social project management service throughout the project;
- Support AGETIP-CAF for procurement of works and market related to the social project management;
- Supervise the work (conditional phase).

The study market will be financed and contracted by AFD. The procurement procedure will be initiated by AFD, including the contractualization on the study phase. The control and supervision phase of the work (conditional phase) will be financed from project financing to be awarded, with a contractualization, a priori, directly from AGETIP-CAF.

The entire service should run over an indicative period of 18 months (5 + 5 + 8) and includes:
- Mobilization of the Engineer 1 month (out of time)
- The study phase: 3 months.
- The procurement phase: 5 months.
- Business mobilization: 1 month (preferably out of time).
- The construction and supervision phase: 6 to 9 months (to be evaluated)
The Engineer in his proposal will be free to schedule his services as he wishes. Deadlines will be set after negotiations between the Engineer, AGETIP-CAF and AFD.

The number of months of work of the specialized staff required for the mission is not estimated. It is nevertheless necessary to provide a permanent presence throughout the entire service. The Engineer, in his offer, will justify the optimal organization he intends to put in place. It will feature key personnel, local support staff, exceptionally qualified experts and the support team at headquarters.


3. Composition of the Key Personnel Team

Phase Studies
During the study phase the Engineer will mobilize an expert road project manager (civil engineer, public works, bridges and roadway or equivalent), graduate level bac + 5 with at least 10 years of experience in the field of driving infrastructure project in urban areas. He will have already assumed the role of project manager in an urban road project. The Engineer will complete his offer by Key Experts including at least a geotechnical / earthworks technician, a topographical technician, an environmental and social technician / animator (expert in social animation who will have to speak Sango), support experts, supports from the seat.

Supervision phase
During the construction phase, the Engineer will mobilize a project manager, a road expert and professionals with the necessary skills to carry out the mission (for example, outsourcing is allowed), for example: engineering civil, geotechnical, topography, electrical engineering, procurement, site management and surveying, monitoring of environmental and social management plan, gender, expert in social animation with knowledge of Sango, etc.


4. Terms of participation

AFD invites applicants to express their interest in providing the services described above. Interested consultants must produce information showing that they are qualified and experienced to perform this assignment; as such, they will justify that they have recent references to services similar to the mission. Interested candidates must provide information justifying that they are qualified to perform the services. This information should be presented in the form of an application file consisting of:
i. a letter of expression of interest stating their wish to be shortlisted. This letter will be completed in the case of a consortium, a written power of attorney signed by the authorized representatives of all the partners of the group for the appointment of an authorized representative;
ii. a presentation brochure from the consulting firm or group showing the turnover of the last three financial years;
iii. their references in services of similar complexity and volume within the limit of 20 most relevant references and less than 10 years. The active telephone and / or mail contacts of the beneficiaries or donors will have to be specified for each experiment. The issue of a certificate of good faith is not necessary;
iv. a list of the permanent staff of the group mobilized on this service with their qualification and experience;

vi. the contact details of the head of the design office or group (lead partner) to whom the results of the pre-selection are to be sent;
vii. a list of the equipment available to the group;
viii. any other information enabling the capacity of the consulting firm or grouping to be assessed;
ix. The duly signed Declaration of Integrity (attached to this document or accessible within the Procurement Directive on www.afd.fr ).
The criteria for the selection of candidates will, at the stage of the call for expression of interest, be on the similarity / proximity between this service and the references of the consultant: extent of the contracts of the references cited, nature of the services, technical field, context geographical. The similar nature of the references will be analyzed according to:
- the scope of the contracts: service provided for roads of more than 10 km;
- the nature of the service: feasibility study (APS, APD), drafting of consultation documents, and project management in the field of roads in urban or semi-urban areas;
- the technical field: rural and urban roads.
- geographical context: developing countries / countries in crisis, Central Africa, CAR.

At the next stage of the tender, the selection will be based on quality and cost. In this respect, the selection criteria of the future Tender Dossier will give an essential part to the quality of the methodological proposal, and to the organization of the team that will be proposed.

The Consultant must submit a complete and signed application, including all the documents indicated, in triplicate (1 original + 2 copies) in paper version. Submissions may be submitted by mail or in person. The documents must bear the words "ORIGINAL" and "COPY", as the case may be. It should be noted that the interest shown by a consulting firm does not imply any obligation on the part of the MUVH and the AFD to include it in the shortlist. MUVH and AFD reserve the right to make any subsequent changes or to discontinue all or part of this call for expressions of interest.
