Expressions of Interest
1. Context
The Government of the Central African Republic has received funding from the Agence Française de Développement to cover the cost of the Urban Economic and Social Reconstruction Project (PRESU 1 & 2), and intends to use part of the funding to payments relating to the Contract for which this Request for Proposals is issued.

PRESU is an urban development program that operates in the Sara / Yakité and KM5 sectors in the 3rd arrondissement and Miskine in the 5th arrondissement. In order to respond sustainably to the challenges of under-integration of these neighborhoods and of catching up with socio-collective equipment and basic services, it was decided to intervene at two levels:

1) By rehabilitating existing structuring facilities which have an impact on a high number of beneficiaries and constitute poles of attractiveness or connection between several districts
2) By building local facilities (roads, drainage, public lighting, kiosks with terminals fountains ...) and by responding to the strong needs of the affected populations, with the aim of improving the environment and living conditions of these neighborhoods.
2. Objective of the Urban and Social Project Management (MOUS) mission.
The services of the consultant will be aimed at the social support mission of this project.
The overall objective of the mission is to facilitate the setting up of the activities of the PRESU project with a view to the appropriation and sustainability of its achievements, by playing a role of social intermediation between the actors of the project and the populations; whether it is companies, specialized technical design offices or even by facilitating the exchange and feedback of information with institutional players. The mission aims more specifically to:
1) Inform / sensitize the populations of the project areas. Anticipate and manage possible conflicts (between labor-based workers with the company, land and neighborhood conflicts, people affected by the works, etc.).
2) Play a role of "witness" throughout the implementation of the RAP, particularly in the phase of implementation of compensation with the beneficiaries
3) Support the companies involved in the rehabilitation of avenue Idriss DEBY ITNO ( 3rd arrondissement) and socio-collective equipment and development of roads and various networks underway (3rd and 5th arrondissements) in the recruitment of local labor.
3. Profile of the Consultant and selection criteria
The period of execution of the mission is estimated at eighteen (18) calendar months.
The Agency for the Execution of Public Interest Works in the Central African Republic (AGETIP CAF), mandated by the Client, the Ministry of Town Planning, Housing and the City, as the Client`s Representative, invites consultants to express their interest in providing the Services described above. This Call for Expressions of Interest is addressed to Non-Governmental Organizations (NGOs).

The eligibility criteria for AFD financing are specified in Article 1.3 of the “Guidelines for the Procurement of Contracts financed by AFD in Foreign States”, available online on the AFD website: http://www.afd.fr.

Applicants can only submit one application in their own name or as a Group. If an Applicant (including a member of a Grouping) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.

If the Candidate is constituted as a Group, the Expression of Interest must include:

- a copy of the Grouping agreement concluded by all of its members,

or

- a letter of intention to constitute a Group, signed by all its members members and accompanied by a copy of the proposed Grouping agreement.

In the absence of this document, the other members will be considered as Sub-contractors.

The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.

Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.

The similarity of the experiences will be analyzed according to:

- The size of the markets;

- The nature of the social support services specified above;

- Domain and technical expertise to express an opinion on sensitization and community mobilization;

- The geographic context in the Customer`s country.

The Client will also examine the relevance of the expressions of interest with regard to the following criteria:

- Internal skills and availability in terms of technical support provided to experts located in the country;

- Mobilization of local partners

Due to the security risk in the areas where the Services are to be performed, the evaluation of Expressions of Interest will verify that the applications meet the following criteria:

- The Applicant has at least one experience in providing services in zone with a similar security risk, for which it will provide proof of implementation of security measures (invoice or contract with security service provider, supporting documents for security awareness before departure on site, etc.).

- The Candidate has internal safety management procedures: he will provide a description of his monitoring system and his crisis management system.

- The Candidate has, for services performed abroad, an assistance and repatriation contract for his employees: he will provide the certificate justifying this.

- The Candidate will describe his standard process for preparing for departure on a mission in sensitive areas, and will attach supporting documents for its implementation (mission orders with associated instructions, certificates of awareness-raising or training actions, etc.).

In the event of a Grouping, its representative as well as any member having its registered office outside the Customer`s country must meet each of these criteria.

An application that does not meet any of these requirements will be rejected.

The Agency for the Execution of Public Interest Works in the Central African Republic (AGETIP CAF), delegated contracting authority for the project, will draw up a short list of six (6) maximum candidates, preselected on the basis of the applications received, to whom it will send the Request for Proposals for the performance of the required Services.
