1. Context

The Democratic Republic of Congo, through the Ministry of Finance represented by the Technical Committee for Monitoring and Evaluation of Reforms (CTR), obtained funding from the French Development Agency to finance the “Financial Governance” Project.

The consultant`s services will have the mission of Support to the Project Management (AMO) of the Financial Governance project of the Debt Reduction and Development Contract (C2D).

This Call for Expressions of Interest is intended for: Consulting firms

The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts financed by AFD in Foreign States ”, available online on the AFD website: http://www.afd.fr.

Applicants can only submit one application in their own name or as a Group.

If a Candidate (including a member of a Grouping) submits or participates in several candidatures, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.

If the Candidate is constituted as a Group, the Expression of Interest must include:

- a copy of the Grouping agreement concluded by all of its members,

or

- a letter of intent to constitute a Group, signed by all of its members. members and accompanied by a copy of the proposed Grouping agreement.
In the absence of this document, the other members will be considered as Sub-contractors.
The references and qualifications of the Subcontractors are not taken into account in the evaluation of applications.
Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services.
The similarity of the references will be analyzed according to:

§ The size of the markets;

§ The nature of the Services: Fiduciary and administrative management of funding;

§ Field and technical expertise: Technical, financial and accounting audit, administrative management, financial management, procurement;

§ From the geographic context: Democratic Republic of Congo or Central Africa.

The Client will also examine the relevance of the Expressions of Interest with regard to the following criteria:

§ Be an internationally renowned consulting firm with experience in the field of fiduciary and administrative management of projects and programs financed by Donors funds ;

§ Have a proven experience of more than 10 years in the fields covered by the project;

§ Have internal skills and availability in terms of technical support provided to the Client;

§ To master the financial and administrative management and procurement procedures of the French Development Agency, the World Bank, the European Union or any other development institutions.

In the event of a Grouping, its representative as well as any member having its registered office outside the Customer`s country must meet each of these criteria.

An application that does not meet any of these requirements will be rejected.
