Despite its immense natural potential, Guinea is among the least developed countries. In 2012, more than half (55.2%) of Guineans live below the poverty line. According to the 2016 Human Development Report published by UNDP, Guinea is ranked 182nd / 188 against 179th / 187 in 2013 despite the resumption of economic growth qwhich has increased from 3.5% in 2015 to 6.7%in 2017. Although the country has made significant progress in the area of access to education and health, no MDG has been achieved. reached by the 2015 deadline. Guinea is also one of the fragile states following the national fragility assessment report drawn up in 2016. The causes and factors of fragility identified areothers: (i) weak application or non-application of laws and procedures; (ii) weak capacity at all levels; (iii) corruption and impunity; (iv) economic factors such as the preponderance of the informal nature of economic activity, the weak development of the private sector, the weak dynamism of growth sectorse and the high level of youth unemployment; v) the inequalities and marginalizations that particularly affect women. This mixed assessment is attributable to the governance system that has led to numerous crises that have weakened public institutions and limited the country's capacity to mobilize the investments and know-how needed to its transformationn economic and social. Based on this observation, Guinea has aligned itself with the new 2030 Agenda of the Sustainable Development Goals (SDGs) as well as with the 2063 Agenda of the African Union (AU). To be at the rendezvous of this important agenda by 2030, the country has an "Emerging Guinea Vision 2040" vision. On this basis, the Governmenthas developed and adopted a national plan for economic and social development (PNDES 2016-2020) as a five-year operationalization instrument forthis vision.
