Niger has a very young population and a very strong demographic dynamic.

According to the results of the fourth general census of population and housing (RGP / H, 2012), the population growth rate is 3.9% for the whole population and 3.81% for the population of the population. young people from 15 to 35 years old.

About 66.8% of the population is under 25 years old. Young people aged 15 to 24 and 25 to 35 represent respectively 19.8% and 14.3% of the total population.

In the female population, the proportion of young people is low (38.4%) than among men (39.9%).

An analysis of the socio-demographic characteristics of Niger also reveals that, on the one hand, the population of Niger is essentially rural, young and feminine and, on the other hand, a poorly educated rural youth.

The vast majority of young people lack skills, which is a determining factor in their employability and productivity in the labor market.

Niger's agricultural sector is the main driver of economic growth in rural areas and has many assets, including: strong domestic and external demand for food, fish and fish products, great potential for increasing productivity, agro-conditions - favorable ecological enabling a wide variety of production and the availability of agricultural land.

Despite the presence of such potentialities, half of the rural population of Niger lives in difficult conditions because of:

· difficulties in accessing production inputs, information and technologies;

· inadequate advisory support services;

· the weak organization of the marketing of agricultural products;

· lack of gainful employment for young people and women;

· lack of access to local financial services and especially to financial products adapted to the needs of producers;

· the general weakness of private sector capacities in rural areas.

Nigerian rural youth, faced with a lack of rural opportunities, lack of skills and resources, are among the most vulnerable, as evidenced by their surge to urban centers in search of better living conditions.

Major security challenges characterized by sporadic attacks perpetrated by terrorist armed groups in the East (Diffa), in the West (Tillabéry) and in the North (Tahoua and Agadez) of the country without concealing the thorny issue of unemployment, underemployment and weak entrepreneurial culture among young people and women.

The employment of young people in general, and in the agro-pastoral sector in particular, has become for Niger a major stake for the reduction of poverty, the preservation of cohesion and social peace.

It should also be recalled that UNDP supported the Ministry of Youth Entrepreneurship in 2018 to carry out a study on the determinants of socio-economic exclusion of young people and women in preparation for the development of a program for their inclusion.

It is with this in mind that the Ministry of Youth Entrepreneurship is once again seeking the support of UNDP for the preparation of a Program for the Promotion of Socioeconomic Inclusion of Young People and Women in Niger (PIEJEF).

The present terms of reference fall within the scope of the realization of this activity.




Duties and Responsibilities

The objective of this consultation is to develop a National Program of Socioeconomic Inclusion of Young People and Women in Niger ( PIEJEF) to serve as a means to mobilize resources with the government and other donors and federate stakeholders in the sector.

The working method will combine reading and analysis of the documentation, job interviews, capitalization of experiences with executives and implementing partners and a presentation workshop of contents, results reporting and validation of the program. involving all parties.

The Ad Hoc Program Development Monitoring Committee and UNDP will accompany the consultants and ensure the reading and amendment of the documents produced.

The consultation will include a seven (7) day break which will allow the committee to read, analyze and amend the intermediate results, so as to prepare for the feedback and validation workshop of the consultation products. Following this workshop, the consultants will incorporate the amendments and produce the final report.

The consultants will have to specify their working method in their offer; it will be finalized during a framing session at the start of the consultation.

As an indication, the general approach would be:

· Document review: preparatory work that consultants will carry out in the office, based on documentation provided by the committee;

· Interviews with all actors (girls and boys, women, sectoral ministries, regional and communal councils, deconcentrated technical services, institutions, NGOs, CSOs, TFPs and partners, etc.) concerned by the question of the youth;

· Production of the start-up report;

· Analysis of collected data

· Production of the draft program document and interim report of the consultation;

· Submission of the draft program document and interim report of the consultation;

· Exchanges with the ad hoc committee;

· Seven (7) days of reading, comments and internalization by the ad hoc committee of the content of the Provisional Program;

· Integration of comments to the Program;

· Transmission of the second version of the Provisional Program;

· Program feedback and validation workshop;

· Finalization and submission of the final document and the final report of the service.

The national consultant and the international consultant will work under the responsibility of the Secretary General of the Ministry of Youth Entrepreneurship with the supervision of the ad hoc committee to provide the following products:

· a start-up report following the scoping meeting with the ad hoc committee;

· a definitive work plan;

· the date of delivery of the deliverables and the holding of the National Validation Workshop;

· a draft program document with its action plan;

· a definitive document of the program with its action plan;

· an interim report and a final consultation report.




Competencies

· Demonstrated knowledge of the National Youth Policy and issues related to youth employment and entrepreneurship;

· Extensive experience in developing programmatic documents in Niger;

· Excellent analytical, summary, writing and presentation skills;

· Excellent interpersonal and oral and written communication skills;

· Ability to work independently and in a team

· Ability to accept contributions and receive guidance from multiple sources and integrate them to achieve concrete results;

· Have a strategic vision while paying the necessary attention to detail.




Required Skills and Experience

Academic Qualifications :

· Researcher in social, political or economic sciences with a Master's degree or higher in social, political or economic sciences or equivalent.

Experience :

· Have at least five years of proven professional experience in the development of strategic documents;

· Have developed or participated in the development of three (3) strategic documents;

· Have experience in running at least three (3) national workshops;

· Experience in facilitating national workshops;

· Have evaluated at least one (1) project or similar program;

· Have proven experience in the analysis and processing of qualitative and quantitative data sensitive to gender and human rights (studies, surveys, data processing);

· Experience in United Nations-funded projects and programs is an asset.

Required languages :

· Excellent command of oral and written French, which is the working language;

· Knowledge of English would be an asset.

The consultants will have to submit a file including two proposals (technical and financial):

Technical Proposal must contain:

· A cover letter;

· A detailed CV;

· A copy of the diploma;

· A brief description of the work methodology indicating the different stages of achievement of the results and the chronogram;

Financial proposal

The financial offer must indicate the total amount of the fixed price, as well as the precise and measurable payment terms (quantitatively and qualitatively) relating to the concrete results (ie, whether the payments must be staggered or paid in full at the end of the contract) . Payments are based on the result, that is, upon delivery of the services specified in the terms of reference. In order to assist the requesting service in the comparison of the financial offers, the lump sum amount of each of these will be detailed (including travel, per diems and the number of working days foreseen).

Incomplete applications will not be considered.

The Criteria for the technical evaluation are as follows:

· Researcher in social, political or economic sciences with a Master's degree or higher in social, political or economic sciences or equivalent (10 points)

· Have at least five years of proven professional experience in the preparation of strategic documents (15 points);

· Developed or participated in the development of three (3) strategic documents (10 points);

· Have experience in running at least three (3)
