Tenders are invited for Recruitment of an International Consultant for a Study on Taxation in the Digital Ecosystem in Chad.
1. The Government of the Republic of Chad has obtained funding from the International Development Association (IDA) for the establishment of a project for Mobilization and Management of Inland Resources. A portion of these fi nancial resources will be used for the payment of a service contract from an international firm to support the Ministry of Posts, New Technologies, Information and Communication (MPNTIC).
2. Placed at the General Directorate of MPNTIC, the Cabinet's services consist in carrying out a diagnostic study in order to know the impact of tax and para-taxation on the development of the telecommunications and ICT sector in Chad. The deadline for completion of this mission is 120 working days.
3. Mission of the consultant: It is organized around three (3) components:
• First part:

- To draw up an inventory of the tax and para fi scality of the telecommunications / ICT sector in Chad and an indicative benchmark accompanied by an indicative international comparison with selected countries of the subregion and the world;

- Determine through this exercise, for each telecommunication service in Chad:

a) Which are the most profitable taxes for the State budget;

(b) Which ones affect least and most the most disadvantaged sections of the population;

(c) The proportion of taxes in the price of representative services and;

d) The proportion of taxes on terminal equipment needed to access services.

- Make the comparison, depending on the availability of information in Chad (for example, contribution to GDP or overall budget revenues), the contribution of the telecommunications / ICT sector to other key sectors of the economy such as the mining and oil sectors;

- Develop a model (in Excel format) of the impact of taxation and parapreciation applied to the ICT sector on ICT development and state budget revenues;

- Formulate recommendations to the Government to contribute to the establishment of taxation aimed at achieving the objectives: (i) increased investment by operators, (ii) increased penetration of innovative services and lower prices, ( iii) contribution to the increase of public revenue.
• Second part: The consultant will carry out an institutional review of the agencies in charge of the regulation and development of the sector, in particular ARCEP and ADETIC.
• Third part: Check the fi nancial statements of the telecommunications operators made to the sectoral regulator ARCEP.
4. The PAMFIP Permanent Technical Secretariat (STPPAMFP), as ProMoGRI Management Unit, invites interested firms to express their interest in providing the above service. Interested firms must provide information indicating that they are qualified to perform the service described by providing information on the firm's capabilities in the field (references regarding the performance of similar contracts, experiments under similar conditions, availability of necessary knowledge among staff, etc.). But also a good knowledge of public procurement legislation in Chad.
5. A firm will be selected in accordance with the procedures defined in the Directive: "Selection and Employment of Consultants by World Bank Borrowers" of July 2014 and revised in July 2016. 6.
