Tenders are invited for Recruitment of an international consultant in charge of Capitalization of the experiences of regional and local development plans in Chad P-4.

1. Background and rationale

In the context of decentralization and local governance, several laws have been adopted on decentralized territorial communities. Until July 2018, the various levels of local government included rural communities, municipalities, departments and regions, but currently according to Ordinance No. 38 of 10 August 2018 establishing administrative units and autonomous communities, these units are structured in provinces, departments and communes.

In order to contribute to the strengthening of local governance, a priority axis of the 2017-2021 National Development Plan (NDP), UNICEF has provided technical and financial support to the Government of Chad for the last three years to develop and the validation of the Development Plans of the Provinces of Logone Occidental, Ouaddai, Guera and Salamat as well as those of the Municipal Development Plans (PDC) of Moundou, Benoye, Abéché, Am-Timan and Mongo, with the involvement of Regional Action Committees (RACs) and Communal Councils. Joint support from UNICEF and UNDP is underway for the development of the Lake Province Safety and Development Plan as an example of the operationalization of the humanitarian-development nexus.

Other partners, including GIZ, UNDP, AFD, EU have supported the development of communal development plans (PDC) and / or provincial (PDP) through development support programs / projects local. These local planning exercises were carried out by bringing together the state structures in charge of these issues at the central level, notably the department in charge of decentralization of the Ministry of Territorial Administration and Local Governance, and the Planning Branch. 2. Objectives

The overall objective of the consultation is to capitalize on experiences from existing regional and local development plans in order to better guide the support and the methodological approach for developing development plans at the decentralized level. This consultation will contribute to enrich the institutional framework of decentralization in Chad.

Specifically, this will involve:
• Collecting and analyzing information and replicating lessons learned from experiences with the local process, the level of community engagement, the participatory aspect of developing plan and budget, inclusion of vulnerable groups in the consultative process, citizen control mechanisms of implementation, rate of implementation of projects by sector, level of resource mobilization for the implementation of the plan etc.
• Critically reflect on the methods and approaches used in developing plans
• To propose new directions for future support in the area of ??local governance, including support for development plan development.

3. Expected results

The main expected result of this consultation is the availability of a capitalization document validated by the Steering Committee.

4. Methodology

The consultant will propose a detailed methodology taking into account the following elements:
• Assessment of the state of implementation of the development plans, including the analysis of implementation challenges, especially in relation to the social sectors (the health, nutrition, HIV, water, sanitation and hygiene, education, child protection and social protection), noting among other things gender disparities,
• Appreciation the development process; duration, level of stakeholder involvement (participation, ownership) with particular emphasis on community engagement and adolescent participation
• Proposed ways to improve the process and lessons learned from these experiences for the revision of the CFP development guide and the elements for the development of a guide for the development of provincial development plans.
• Proposal to improve knowledge and better use of social services for children and adolescents.
It is planned visits / interviews with donors supporting local governance for mapping their experiences (based on the existing).
For this work, an analysis grid covering all of the initial information expected from an experiment is proposed and to which the consultant will also be inspired.

Profile of the Consultant
The study will be conducted by an international P4 consultant who will be assisted by a National NOC consultant.
The international consultant will have to demonstrate the following qualifications and skills:
• A post-graduate level (Bac +4) in economics, development economics, demography, health economics agricultural economics, economics of education or equivalent
• Demonstrated professional experience of at least 10 years in the analysis of social problems of development with economic dominance
• A mastery of management based on results
• Experience in the design of projects, programs, strategies or policies in development, particularly in Sub-Saharan Africa and Chad
• A good understanding of decentralization mechanisms including the operational role of the Communes in the development at the base

Supervision of the study

The study will be placed under the supervision of a monitoring committee where the Government will be represented by the Ministry of Economy and Development Planning and UNICEF by the Social Policy, Planning, Monitoring and Evaluation Section. The consultant will work under the technical supervision of the Chief of the Social Policy, Planning, Monitoring and Evaluation Section and the Deputy Director of Regional Planning of the Ministry of Economy and Development Planning.
