Tenders are invited for Recruitment of an Individual Consultant for Technical Assistance as Part of the Reinforcement of the Real-Time Monitoring of Commercial Flows.

1. The Government of the Republic of Côte d`Ivoire has obtained a credit of forty-five million (45, 000, 000) US dollars from the International Development Association (IDA) for
the financing of the Modernization Support Project Transport Sector (PAMOSET). It is planned to use part of these financial resources for the payment of the service of an individual consultant for technical assistance as part of the strengthening of the real-time monitoring of trade flows.

2. Technical assistance to the Directorate General of Customs, through the Directorate of Risk Analysis, Intelligence and Value (DARRV) has the main objective of strengthening
its surveillance capacity to support operational services in the fight against fraud.

Specifically, this technical assistance will enable DARRV to:
(i) have a customs risk map on the Abidjan-Ouagadougou corridor;
(ii) strengthen the technical capacity of the monitoring and identification mechanism for hazardous goods on the Abidjan-Ouagadougou corridor;
(iii) build capacity in customs risk mapping on the Abidjan-Ouagadougou corridor.
3. The terms of reference of the consultant will generally consist of:
(i) DARRV`s policy and risk analysis system diagnosis;
(ii) development of a risk map on the Abidjan-Ouagadougou axis;
(iii) development of strategies and methods for targeting at-risk shipments and business flow monitoring;
(iv) training and transfer of skills to DARRV staff.

4. The purpose of this EOI is to request an individual customs expert consultant for technical assistance in strengthening the
real-time monitoring of trade flows.

5. The duration of the assignment is set at six (06) months from the date of notification of the start-up service order of the said mission, excluding the deadline for approval.

6. The Coordination Unit of the Transport Sector Modernization Support Project (PAMOSET) invites applicants to express their interest in providing the services described above. Interested Consultants must provide a dossier containing a letter of expression of interest and relevant information indicating that they are qualified to perform the requested service (brochures, references concerning the performance of similar contracts, experience under similar conditions, years realizations, costs, clients) The realization of similar missions is an additional asset.

7. Competencies and qualifications of the Consultant:
• Have at least ten (10) years of experience in a customs administration or equivalent, speaking and writing French perfectly;
• Have at least five (5) years experience in Customs risk management in a customs structure or equivalent;
• Have good teaching and communication skills.

8. The Consultant will be recruited on the basis of the procedures defined in the Guidelines for the Selection and Use of Consultants by World Bank Borrowers version
of January 2011, revised July 2014.

9. Interested Consultants are invited to remove the Terms of Reference (TDRs) at the address below, every business day at the following times: 9:00 to 13:00 and

10. Expressions of interest must be submitted in French and in six (06) copies, one original and five (5) copies or in electronic version (Word), at the address below
