1. INTRODUCTION

The project Technical Assistance for the Development of Hydropower in Sanaga aims to improve the institutional capacity of the Government of Cameroon for the sustainable development of hydroelectric resources on the Sanaga River.

In fact, hydropower will play an increasingly important role in meeting the growing demand for electricity in Cameroon, with the Sanaga River Basin being the main source of water for the country.

Through its combination of technical assistance, advisory services, expert support, studies and analyzes, this project provides the necessary support to ensure that the GoC has the means to develop its hydroelectric resources. an integrated and sustainable way to identify the location of a hydropower plant on the Sanaga and to solicit, in a competitive manner, the participation of the private sector in its development. The project will also ensure that the hydroelectric resources of the Sanaga River Basin are developed in line with international best practices. All technical assistance provided under the project will be undertaken with key components of capacity building and knowledge transfer. Technical assistance for the project will focus on six (06) components, which are briefly described below:
- Component 1 proposes to finance: (i) an optimization study of the development of the Sanaga hydroelectric potential to allow the choice of the best site to develop in the short term (reference project), (ii) the complete feasibility of the reference project including engineering and technical feasibility studies, studies of environmental and social safeguards, (iii) support for the selection of a concessionaire on a competitive basis and the financial closure of the project through the services of legal, financial and technical advice.

- Component 2 will make it possible to mobilize technical assistance to the Government of Cameroon, as granting authority, to carry out its supervisory functions during the construction and commissioning of the dam and the hydro-electric power station. The present Terms of Reference (ToR) are intended to describe the main elements of the intervention of the Dam Safety Panel (PSB) including the missions, the organization, the profile of the experts, the intervention schedule and the deliverables.
2. MANDATE OF THE PANEL SAFETY OF DAMS

The Dam Safety Panel (PSB) will be responsible for providing the Ministry of Water and Energy and EDC with independent advice and recommendations on all technical aspects of the project. relate to components 1, 2, 3, 4 and 5 above.

4.1 Overall and transversal missions to the various components

Overall, the panel will be tasked with:

- To advise the Ministry of Water and Energy and EDC so that overall the technical-operational, economic and safety objectives targeted by the Technical Assistance project are achieved;

- To advise EDC so that the implementation of the project is on the one hand coherent with the environmental policy of the Government, the laws and regulations related to the management of the environment or having a direct relation with the project, and of on the other hand, be able to meet the World Bank's requirements for dam safety (OP 4.37);

- Advise on all matters within its area of ??expertise, and related to the activities of components 1, 2, 3, 4 and 5 of the project.

- Work in close collaboration with the Environmental and Social Panel so that the opinions and recommendations given to EDC by the experts are coherent and transmitted in a timely manner.

- Ensure proper implementation of the World Bank safeguards policies on dam safety at the Nachtigal Hydroelectric Project (P157734).
4.2 Missions specific to the different components

Specifically, the panel will be responsible for each component:

.2.1 Component 1: Identification of the next hydroelectric site to be developed in the Sanaga River basin and its allocation to the private sector

Conduct a review, and advise on reports produced in the following studies:

(i) the study of optimization of the development of the hydroelectric potential of the Sanaga Basin and selection of a reference project to be developed,

(ii) the feasibility study (techno-economic) for the development the new hydroelectric site on the Sanaga,

(iii) the transactional studies and tender documents to select a private partner for the development of the new site

.2.2 Component 2: Support to the Government of Cameroon for the supervision of construction work of the Nachtigal Upstream hydroelectric power station

- Conduct a review and provide advice on the terms of reference of the construction supervision services;

- Ensure a timely and regular follow-up of the interventions of the recruited company.

.2.4 Component 3: Hydrological Risk Mitigation and Dam Safety

Conduct a review, and provide advice on reports produced as part of the following studies:

- Hydrological and climate change study at the national and watershed levels. the Sanaga by assessing the impact on hydropower;

- Study of definition and implementation of a regulatory framework for dam safety in Cameroon;

- Diagnostic and safety assessment study of the Bamendjin, Mapé and Mbakaou reservoir dams on the Sanaga

.2.5 Component 4: Concession of hydroelectric assets developed by the State.

Review and advise on reports produced as part of the following studies:

- Analysis of options for awarding and contracting hydropower concession agreements developed and financed by the State;

- The specifications, the tender documents and the possible contracts aimed at contracting the Concessionaires for these assets;

.2.6 Component 5: Implementation of the integrated reservoir management roadmap for optimizing hydropower generation in Sanaga.

Review and advise on reports produced as part of the following studies:

- The reports of the Technical Assistance for the operationalization of the Permanent Technical Secretariat (STP), a body housed at EDC and responsible for the daily management of the water of the Sanaga for hydroelectric purposes;

- The Capacity Building Program for STP staff;

- The reliability study of the physical quantities of the water information system

.2.7 Component 6: dam safety panel to oversee all project components vis-à-vis the Bank's E & S safeguards policies World. - Give the Government of Cameroon an expert opinion on the technical documentation provided by the companies in charge of dam works and other related infrastructures;

- Give an opinion on the organization adopted, the resources mobilized and the operational implementation by the companies in charge of dam works and other infrastructures;

- Evaluate the periodic reports of the project and formulate opinions / observations to the Government, the donors and other partners in the implementation of the project.
