Tenders are invited for Recruitment of a Firm Responsible for Conducting the Service Delivery Indicators Survey of the Education Sector in Chad.
1. The Government of the Republic of Chad has obtained funding (DON) from the International Development Association (IDA) for the additional financing of the Education Reform Reform Support Project in Chad II (PARSET 2 ). Part of this fund will be used to finance the services of a firm responsible for conducting the service delivery indicators survey of the Education Sector in Chad.
2. Services include: (i) collecting high quality data on primary schools, their resources and personnel, infrastructure, students; (ii) collect high quality data on student households; (iii) produce a cleared database of the education sector and; (iv) archive all data and documentation.
The indicators of the sector to be measured can be summarized as follows:

What providers know (provider capacities)

• Minimum knowledge;

• Results in language, mathematics and pedagogy tests.

What providers do (provider efforts)

• Absenteeism at school;

• Absenteeism in class;

• Time spent teaching.

What Providers Work with (Availability of Resources)

• Percentage of students with a textbook in the classroom;

• Availability of equipment;

• Availability of infrastructures.

What households do (conditions of learners in the household)

• Size and socioeconomic category of the household;

• Availability of textbooks in the household;

• Time spent studying in the household;

• household attitudes to education;

• Household expenditures related to education.
The purpose of this Service Delivery Indicators Study is to: measure education sector service delivery indicators for providers' skills and knowledge; the level of effort provided by the providers; the availability of infrastructure and essential resources. It will also help to better understand the dynamics within households that impact the quality of education.
The execution of all the operations necessary for the accomplishment of the mission is at the maximum of eight months after the signature of the contract. It will be necessary to take into account the constraints that are the rainy season which can cause problems of accessibility, the school calendar because the schools are not open during the holidays or the periods

of examination to which must be added the period of the rural work.
3.Under the supervision of the Director General of the MENPC, and under the supervision of a Technical Committee of the survey composed of the technicians of education, the consultant (the firm) will carry out surveys in the primary schools and the households according to the SDI methodology. . The size of the sample will be representative at the national level and will be between 400 and 600 schools with stratification by environment, level, and status. In each school between five (5) and seven (7) students will have their households surveyed. The school questionnaire has six modules described in the tables below. Agents, made up of trinomials, will administer the questionnaire by school. The PMU will provide the consultant (the firm) with samples of providers to visit including replacements. The household questionnaire is a classic household questionnaire like ECOSIT IV with an expanded education module. The other modules will be lighter compared to the ECOSIT modules.
The purpose of this Service Delivery Indicators Study is to: measure education sector service delivery indicators for providers' skills and knowledge; the level of effort provided by the providers; the availability of infrastructure and essential resources. It will also help to better understand the dynamics within households that impact the quality of education.
4. The Ministry of National Education and Civic Promotion, through the Coordination of PARSET 2, invites eligible candidates (Research Office or firms) to express their interest in providing the services described below. They will submit in the form of pamphlets their references concerning the execution of similar contracts, their experiences under similar conditions, their availability, the experience of their staff and their knowledge of the environment.
The profile to be completed:

• Cabinet of studies legally constituted for at least ten (10) years;

• Have at least five years of experience in qualitative and quantitative research;

• Have at least five years of proven experience in survey design, conduct, analysis and reporting in the field of education;

• Have proven experience in national investigation;

• Have a good knowledge of the problem of the "Education" sector in Chad;

• Proven mastery of the CS-Pro data entry software, as well as its proven use in a recent survey;

• Have skills in the processing and analysis of data on specific software (SPSS, STATA ...);

• Have a multidisciplinary team with professional references in investigation;

• Have material resources and key personnel (Head of Mission, Education Sector Manager with knowledge of the primary education system, survey supervisors, field staff or interviewers, statistician and / or computer specialist in database management data) to ensure the quality of the study.
- Key Personnel Profiles:

1- Head of Mission

• A post-graduate degree in Social Sciences or a related field is preferable;

• A minimum of 10 years of experience in collecting and managing large-scale survey data is essential;

• At least 5 years of experience with quality assurance mechanisms (fieldwork management, data entry masks) is required;

• Proven ability to manage communications between different stakeholders (government, non-governmental organizations, academics);

• Have a leadership and team spirit, be communicative, relational, and rigorous;

• Understanding of the Education sector in Chad with experience of working with the government is required;

• Previous experience with school surveys or public expenditure tracking is an important benefit;

• Have good writing skills in French and have an ability to summarize in Arabic is an asset.
2- Sector Survey Leaders

• A master's degree in a field of education, social sciences or related fields is essential;

• At least 5 years of experience in collecting data in schools is desirable, but proven experience in surveys and team management and quality control is essential;

• Knowledge of the country context is essential;

• Mastery of the "Education" sector in Chad is essential;

• The ability to speak local languages ??of work areas is essential;

• Previous experience with school surveys or public expenditure tracking would be an advantage.
3- Sector Survey Supervisors

• A bachelor's degree in a field of education, social sciences or related fields is essential;

• At least 3 years of experience in collecting data in schools is desirable, but proven experience in surveys and team management and quality control is essential;

• Knowledge of the country context is essential;

• Mastery of one of the health or education sectors in Madagascar is essential;

• The ability to speak local languages ??of work areas is essential;

• Previous experience with school surveys or public expenditure tracking would be an advantage.
4- Data Manager

• At least a master's degree in statistics or a degree in economics, social sciences or related field with a strong quantitative dimension is essential;

• Mastery of data entry and the ability to organize data entry for effective and correct input is essential;

• Proven experience in capturing and clearing survey data • Perfect control of CS-Pro software in tablet and paper modes is essential.
5- Interviewers

• Advanced degree or training in accounting, finance, management or economics;

• Familiarity with budgets and monitoring of income and expenses in a firm or firm would be an advantage;
