Expression of Interest are invited for Recruitment of a Firm for the Preparation of a Study on Promotion of Digital Financial Services (DFS).

The Government of the Central African Republic has received a grant from the African Development Bank Group (ADB) and the European Union to cover the cost of the Central African Fiber Optic Backbone (CAB) project, RCA Component, and intends to use a portion of the proceeds of this grant to fund a firm's contract to develop a study on the promotion of Digital Financial Services (DFS).

The overall objective of the CAB project is to contribute to:

? regional integration through the implementation of terrestrial fiber optic interconnections between Central African countries;

? reducing the high cost of telecommunications / ICTs on the business climate in the sub-region;

? job creation thanks to the catalytic effect of ICT in all sectors of activity;

? Expanding the production of goods and services for the advent of a digital industry in the sub-region.

The services provided under this contract are to develop a study on the promotion of Digital Financial Services (SFD) which is a key substrate for the implementation of the National Strategic Plan (PNS) "Central African Digitale 2025" framework of national reference on administration

a) Analyze the existing to inquire about the current state of use of MFS in CAR;

c) Develop a comprehensive feasibility study (technical, economic, financial, legal, regulatory and institutional) on the establishment of a platform for interoperability of the various DFS and a system of digital payments of the administration; and

d) Detail the required support measures in terms of governance, co-regulation, training, change and risk management, consumer protection, ecosystem favorable to the use of DFS in social development -economic of CAR, etc.
