Expression of Interest are invited for Recruitment of a Firm or Group of Consultants for Data Collection and Development of the Energy Information System in Niger (SIE - Niger).

1- The Government of Niger has obtained financing from the African Development Bank Group (ADB) to cover the cost of the Urban, Peri-Urban and Rural Electrification Project (PEPERN), which it has surrendered to NIGELEC . Part of this funding is intended to be used to make payments under the Consultant Services contract for data collection and development of the Nigerian Energy Information System (SIE - Niger).

2- The Consultant's services consist of:

Ø review the data collection tools;

Ø carry out a survey on the consumption of domestic energies;

Ø carry out a survey on petroleum product fraud carry out specific studies on the energy consumption of industries and services;

Ø strengthen the capacities of the members of the SIE-Niger team in the definition of energy indicators to monitor the priorities of the national energy policy and in the prospective energy analysis;

Ø update the SIE-Niger database ;

Ø help SIE-Niger to carry out prospective analyzes of energy supply and demand;

Ø strengthen the capacities of the Regional Directorates of the Ministry of Energy in the development of the EIS;

3- The Nigerien Electricity Company - NIGELEC-, on behalf of the Government of Niger, invites Consultants-firms with proven expertise in the field of energy balances to submit their application to provide the services described above. Interested consultants must provide information on their ability and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified personnel, etc.). Consultants can partner to increase their chances of qualification.
