Expression of Interest are invited for Recruitment of a Firm for the Conduct of the Feasibility Study of the Integrated Project for Strengthening Resilience Facing Climate Change

The Ministry of `Environment and Sustainable Development (MINEDD), through the Ivorian Office of Parks and Reserves (OIPR), has benefited from various supports to revive the conservation of protected areas, including those of the first two phases of the Debt Reduction and Development Contract (C2D), with the Natural Resources Conservation Project (CORENA) in 2013 and the Sustainable Agricultural Sector Program of Côte d`Ivoire (FADCI) in 2015.
This support made it possible to take over 5 protected areas (Azagny, Mont Sangbé, Ehotilé Islands and Lamto and Mont Nimba National Parks) as well as the strengthening of the technical and logistical capacities of the OIPR. However, it is necessary to continue these efforts to consolidate the achievements of these two previous phases and extend the actions to other protected areas.
Thus, MINEDD, through the OIPR, hereby seeks expressions of interest from qualified firms for the realization of the feasibility study of the integrated project to strengthen resilience in the face of climate change and tourism development of areas. protected from Ivory Coast.
More specifically, it will be about:
• critically analyze, validate or amend / complete MINEDD`s proposals for the proposed project;
• prepare a project document detailing: the objectives, the expected results and impacts, the technical content, the institutional set-up and the implementation modalities, the estimated budget detailed by components and activities, the logical framework, the risk analysis environmental and social, financial management methods and the project monitoring and evaluation system.

The eligibility criteria for AFD financing are specified in article 1.3 of the “Directives for the award of contracts financed by AFD in foreign countries”, available online on the AFD website www. afd.fr.

Applicants can only submit one application in their own name or as a Group. If a Candidate (including a member of a Grouping) submits or participates in several candidatures, these will be eliminated. On the other hand, the same Subcontractor can participate in several applications.
If the Candidate is constituted as a Group, the Expression of Interest must include:
- a copy of the Grouping agreement concluded by all of its members,
or
- a letter of intention to constitute a Group, signed by all of its members. members and accompanied by a copy of the proposed Grouping agreement.

- Domain and technical expertise: i) rural development, management of natural resources and preservation of biodiversity; ii) climate risks and adaptation measures; iii) management of protected areas in Africa and mechanisms for financing conservation; iv) community ecotourism and territorial / local development;
- From the geographic context: West Africa, Ivory Coast.

The contracting authority will also examine the relevance of the expressions of interest with regard to the following criteria:
- Competence in social, environmental and land risk analysis, in connection with the management of protected areas (carrying out E&S impact studies, ESMP, resettlement frameworks, etc.).
- Competence in analyzing gender issues and socio-economic determinants of vulnerability.
- Financial skills: analysis of fiduciary risk, performance and investment policy of custody funds.

The references will be analyzed according to the table in the appendix.
The execution of the study will be entrusted to a cabinet, firm or design office or to a consortium providing a team of experts comprising international expertise combined with local expertise.

Candidates must attach to their candidacy a dated and signed Declaration of Integrity (model attached).
MINEDD, through OIPR, will draw up a shortlist of six (06) maximum candidates, preselected on the basis of the applications received, to whom it will send the request for proposals for the performance of the required services.
