TARGETED SUPPORT PROJECT FOR THE EXECUTION OF THE NATIONAL DEVELOPMENT PLAN
PND 2018-2022 (PAE-PND)
GENERAL PROCUREMENT NOTICE
1- The Togolese Republic has received a grant from the African Development Fund for the financing of the Targeted Support Project for piloting the execution of the National Development Plan PND 2018-2022 (PAE-PND).
2- This project has the following main objectives:
- The general objective is to strengthen the ownership of the execution of the PND by the Togolese authorities, by facilitating the coordination of the execution of activities;
- The specific objectives of the project consist of: (i) strengthening the strategic management of the
PND by the executive (Presidency of the Republic, Prime Minister, Ministry of Development Planning and Cooperation, and Ministry of Economy and Finance) and
(ii) accelerate the establishment of the operational mechanism, including the functioning of the operational coordination bodies.
3- The project has the following components:
(i) Strategic and operational support for the execution of the PND: This component aims to strengthen the capacity of the executive to coordinate strategic decisions on the execution of the PND, and to facilitate its operationalization. This component includes two sub-components described below, the first of which relates to strategic advisory support, and the second to operational advisory support,
(ii) Project management: The activities of this component essentially relate to project management, including the keeping of project accounts, procurement of goods and services, preparation of quarterly project reports, other project reports. `activities, organization of workshops, conduct of the audit, and all other tasks / activities related to project management. In view of the short execution time inherent in this type of instrument, the need to be covered, and the speed sought, this component is crucial for the proper implementation of the project.
4- As part of the implementation of the project, the following goods will be procured according to the procurement system of Togo (SPMP) in accordance with law n ° 2009-013 of June 30, 2009 and implementing decree n ° 2009 -277 / PR of 11 November 2009 on the code of public contracts and public service delegations and its application texts by means of the National Standard Tenders Documents (DNSAO).
5- All consulting services will be procured in accordance with the “Procurement Framework for Bank Group Financed Operations”, October 2015 Edition, available on the Bank`s website at www.afdb.org
All selection of individual consultants will be based on the qualifications of the experts by comparing at least 3 CVs.
