Expression of Interest are invited for Recruitment of an expert in support of the ARAA for monitoring, evaluation and capitalization of innovative projects resulting from calls for proposals.

1. Background:
The Regional Agency for Agriculture and Food (ARAA) of ECOWAS has the mandate "to ensure the technical execution of regional investment programs and plans contributing to the operationalization of regional agricultural policy as a whole". relying on institutions, organizations and regional actors with proven expertise ". It performs the function of specialized technical structure, delegated project management of ECOWAP / CAADP projects and programs. ARAA is currently coordinating the implementation of 10 regional projects and programs.
Between 2015 and today, the Agency has selected 43 projects through 5 calls for proposals including 24 projects under the PASANAO and 19 under the project on social safety nets. These are pilot projects whose capitalization should lead to the scaling up of major programs both at national and regional level.
Although all PASANO projects have already been the subject of final evaluation and capitalization, social safety net projects are still being implemented and the evaluation and capitalization of the first 10 will be carried out between June and October. 2018.
It is also noted that over the period, the Agency will launch the sixth call for proposals on innovative operations on the identification of ecological agros practices for scaling up potential.
In order to support the technical unit in the evaluation, capitalization and monitoring of ongoing projects, the Agency undertakes the recruitment of a consultant.

2. Objectives:
The main objectives of this consultation are:
i) to contribute to the monitoring, evaluation and capitalization of projects currently being implemented in the ECOWAS Member States;
ii) contribute to the project call for proposals process. It will contribute to the reception, the evaluation of the short and detailed notes, the meetings of the standing committee of call for proposals and any other task entrusted by the technical unit.

3. Expected results
Mainly expected:
i) Better monitoring of the projects that will be entrusted to the consultant in accordance with the ARAA M & E manual.
ii) Periodic, pre-final / final evaluations with elaborate memory aids focusing on impact and sustainability results of innovative actions.
iii) A capitalization of the closed projects giving the tracks of a large-scale extension.
iv) A contribution to the project call for proposals process through the reception, evaluation of the concept notes and detailed.

4. Tasks of the Consultant
The Consultant will act as Expert, and will be responsible for the following:
i) Contributing to the planning, monitoring, evaluation and capitalization of projects;
ii) Contribute to internal and external communication on project results and impacts;
(iii) Review and validate technical and financial reports of field projects;
iv) Contribute to the finalization of project monitoring aids at the level of the ARAA;
(v) Provide technical unit support / advice and advice for decision making;
vi) Contribute to the request of the RAAA, reflections on the development strategies of the agency's field actions for the benefit of the peoples of ECOWAS.

5. Required skills
BAC + 5, Agronomist, Agroeconomist or Economist profile.
