The Republic of Djibouti has obtained a grant from AFD to support MENSUR`s action in favor of a better match between the training offered and the jobs available.

The project to support the Digitization and Professionalization of Higher Education (NPE) is the first support provided by AFD to education and research in Djibouti. The main objective of the intervention is to improve the professional integration of higher education graduates.

MENSUR intends to use part of the funds granted to finance consultancy services. These services include the recruitment of a design office for the study and supervision of the work of the Center of Excellence for Digital and Technological Innovation and the Regional Simulation Center.

MENSUR invites interested Consultants to apply to provide the services defined above. Consultants must produce information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of adequate skills among their staff, etc.). Experience in the following fields or tasks will be considered as a minimum requirement for the assignment:

• More than ten (10) years of experience in study assignments and supervision of major hospital building projects;

• Experience of 5 similar missions financed by donors or international organizations;

• Qualified staff with more than 15 years of experience in similar missions;

• Perfect command of French and English.
Consultants can apply in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, that is to say a group of consultants, an intermediate form of association or an intention of subcontracting.

In addition, the Department in charge of project implementation is required to comply with the rules, procedures and directives of the French Development Agency (AFD) or national procedures for the award of contracts.
