Government of the Republic of Chad received financementadditionnel a World Bank an amount equivalent to US $ Ten Million Two Hundred Thousand (10, 200.000) to achieve lesobjectifs the initial project, which is part of the Action Plan for Capacity Building in Public desFinances material, and intends to apply part of the funds for the recruitment of an office organizational and functional del'Audit the Ministry of Finance and Budget The main objective dela missionto make a diagnosis of the organization and operations including human resources MFB ledoter to an organization able to implement optimally sesprrogatives and streamline its intervention. Specifically, quipeaura mission is to: - Conduct an organizational and functional audit of MFB allowing defarea an overview of the tasks and functions of different directions and servicesrattachs - Propose optimal organization of the Ministry, including laredfinition missions and tasks and the identification of necessary items as well as organic ForEach responsablede post performance indicators - Prvoirdes structuresable to gradually integrate the new vision; - Identify strengths and weaknesses of human resources quality and quantity term seprtant and areas for capacity building; The mission is planned for a maximum of 90 days (3 months).

The headquarters is in N'Djamena lamission but the consultant will be able to MOVEcer in areas under its mandat.2.

The Consultant MUST be a (an) cabinet / audit firm and expertisecomptable, advice or education organization with recognized expertise and experience confirmed in similar missions notably in the areas of audit and diagnostic cadresinstitutionnels government agencies or entities, restructuring and reorganization of the public administration.

The cabinetdevra have proven experience of at least five (5) Similar missions to private organizations or governments in Africa; froms expriencessimilaires in a ministry of finance / budget of CEMAC or WAEMU zone will be a key considrable.Le personal benefit of the company / firm should include mandatory atleast (i) mission chief and (ii) three technical experts whose Profiles are described below: One (1) Head of Mission, expert audit of a organisationneltitulaireGraduate studies Type (Tray 5) in economics, finance, management, administration, law, financespubliques, administrative and social sciences, organization or related field.

The Head of Mission shall be at least 15 years of combined professional experience covering different areas related to lamission especially in the field of pub Financelic, deressources human management and technical audit and Private organisationneld'entreprises and public administration. He must have held the position of Head of Mission in similar missionsd'audit at least 5; experiments in a Ministry of Finance and Budget to serontun considrable.Un advantage positions of responsibility (1) Specialist / expert organization or strategy (organizational development) holds a graduate degree types (Tray 5) in economics, strategy and ouquivalent organization.
