Expression of Interest are invited for RECRUITMENT OF A CONSULTING FIRM TO DEVELOP A HARMONIZED LIST OF EQUIPMENT FOR NATIONAL MEDICINE QUALITY CONTROL LABORATORIES (NMQCLS) IN MEMBER COUNTRIES OF ECOWAS.
The West African Health Organization received a grant from the International Development Association (IDA) for the implementation of the Sahel Women’s Empowerment and Demographic Dividend (SWEDD) Project and intends to use part of the proceeds of this grant for payments under the following contract: Recruitment of a consulting firm to develop a harmonized list of equipment for National Medicine Quality Control Laboratories (NMQCLs) in Member Countries of ECOWAS.
The main objective of the mission is to propose laboratory equipment standards for medicine quality control laboratories, as well as a directory of manufacturers for supply and maintenance of the said laboratory equipment as well as training of officers in the region.
Specifically, the mission aims to:
• Conduct a comprehensive analysis of quality control activities and specific technical requirements for NMQCLs in the different member states of ECOWAS, Mauritania and Chad ;
• Carry out a mapping of available equipment by type of analysis;
• Carry out mapping of manufacturers of laboratory equipment and accessories;
• Identify country needs for NMQCL equipment in the region;
• Identify maintenance and metrology requirements for equipment;
• List the different suppliers of testing equipment and maintenance service providers;
• Propose a list of suitable equipment by field and category of laboratory, as well as structures for supply, maintenance and training;
• Support WAHO in the organization of a regional workshop to validate the final report.
For this mission, the Firm must have at least two (2) Experts with the following skills and qualifications:

Qualifications of Consultant N°1 (Head of Mission):
• Have a graduate degree in the field of pharmacy, pharmaceutical technology, biology, or chemistry;
• A least 10 years of professional experience including 5 years in the field of medicine quality control
• Have an understanding of health product quality control laboratories in developing countries, in particular the countries of Sub-Saharan Africa;
• Have proven expertise in support (support, evaluation) or laboratory management according to ISO 17025 or WHO Good Laboratory Practices;
• Be fluent in French and English. Proficiency in the third language, especially Portuguese, will be an asset.
Qualifications of Consultant N°2 :
• Have at least a graduate degree in Laboratory Technology (Maintenance or Equipment) or its equivalent
• Have a degree in preventive maintenance and repair of laboratory equipment;
• Have expertise in Qualification / Validation of equipment, installations and quality assurance ;
• Have at least five (5) years of demonstrated professional experience in the field of equipment and / or maintenance of medicine quality control laboratory equipment - Be fluent in English and French.
The mission will last for 1.5 months (May - June).
The West African Health Organization (WAHO) invites qualified consultancy firms (“consultants”) to express their interest in providing the aforementioned services. Interested consultants must demonstrate that they possess the required qualifications and relevant experience (documentation on the firm and its areas of competence, references on past execution of similar contracts) to undertake the mission. References must be evidenced by cover pages and Contract signature pages or Certificates of successful completion. A summary description of the references must include the aim of the mission, the address of the client, the cost of the project, year of completion, and duration. Selection will be based on these criteria.
Consultants are hereby informed that the provisions of paragraph 1.9 of the "Guidelines: Selection and Employment of Consultants by World Bank Borrowers under the IBRD Loans and IDA Credits and Grants", (January 2011 edition, July 2014 revised version), on World Bank rules regarding conflict of interests shall apply.
