Expression of Interest are invited for Recruitment a Consulting Firm to Carry out a Study on Djibouti`s Competitive Positioning.
1. The Republic of Djibouti has received a subsidy from the French Development Agency (AFD), within the framework of the Commercial Capacity Building Program (PRCC) and intends to use part of this funding for recruitment a consulting firm to carry out a study on Djibouti`s competitive positioning. This project is managed by the Djibouti Chamber of Commerce (CCD), in its capacity as contracting authority.
2. The objective of the project is to contribute to the economic and social development of Djibouti through the strengthening of enterprises and the function of regional commercial hub, by relying on: (1) the professionalization of CCD services to enterprises and (2) improving the Djiboutian link in the regional logistics chain. The project is structured around the following 3 components:

Component I: Capacity building of the CCD, in particular support in its advisory mission to public authorities. This institutional support relates to the strengthening of the internal capacities of the CCD (General Assembly of Elected Officers, Bureau and General Secretariat, Training Center, Approved Management Center) and also aims to improve and professionalize the services rendered to businesses.

Component II: Support to the port community as a whole (economic and institutional actors whose activity contributes to the proper functioning of the port). This component financed the carrying out of a feasibility study for the creation of a training center of excellence in port trades, transport and logistics.

Component III (transversal): Coordination and various supporting studies which includes residential and / or ad hoc technical assistance, coordination and management, audit and evaluation of the project.

3. The present study is part of the activities planned under component 3 relating to the carrying out of a study on Djibouti`s competitive positioning and the sectors that promote economic development (fishing, tourism / ICT, list not restrictive). This study will focus on niches and business opportunities that can be developed by the private sector, SMEs as well as young entrepreneurs.
4. Within the framework of the Mission, the experts of the Consulting Firm must:
§ Collect and analyze the documentation (sector studies, market analysis, pricing, regulations, sector strategy) on the ICT sector,
§ Conduct interviews, meetings and interviews with stakeholders including the internet service provider (Djibouti Telecom), banks and financial institutions specializing in online or internet payments, logistics companies specializing in order routing online, support structures for young entrepreneurs and the private sector, training institutes dedicated to NICT professions, incubator managers, administrations in charge of ICT and e-government, administrations in charge negotiating agreements on e-commerce, etc.,
§ diagnosing the banking environment and electronic or electronic payment systems and making a series of recommendations for the development of payment by telephone or internet,
§ Diagnose the legal and regulatory environment in the ICT sector without forgetting regional and international conventions and agreements and make a series of recommendations for improving the normative framework allowing better consideration of the electronic commerce dimension in the legal arsenal from Djibouti,
§ Formulate recommendations for the development of electronic commerce and the logistics value chain relating to online or internet orders,
§ Make an inventory of training offers on trades related to ICT and electronic commerce and offer new training modules including application development, website design and development, coding fundamentals, webmarketing, use of networks and social media, online advertising etc.,
§ Identify and map niches and business opportunities, namely shops and virtual galleries, virtual travel agencies as well as sectors and trades strong development potential in the field of ICT and electronic commerce, for example the Community Manager, the network architect, the webmaster, the customer service manager, the Traffic manager, the e-business consultant, the multimedia developer, the Web designer, etc.
§ Identify the potential sources of funding likely to be mobilized for project leaders and project sheets likely to be offered to technical and financial partners to support them.
5. The CCD invites interested Consultants to express their interest in the mission described above. At the end of this AMI, a shortlist of 6 Cabinets maximum, will be established on the basis of the applications received, to which the CCD will send the request for proposals for the provision of the Services required.
6. Interested Cabinets must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references to recent and similar services. The similarity of the references will be analyzed according to the size of the markets, the nature of the services provided (management of complex projects, coordination of multi-component projects, monitoring of communication actions and indicators of the logical framework, etc.), domain and technical expertise (support for procurement and mastery of AFD procedures) as well as the geographic context (knowledge of the sector and experience of working with the client).
7. Cabinets must propose experts with the following profiles:

§ An Expert in digital economy or electronic commerce who will assume the role of head of mission. Graduated in Digital Economy, Electronic Commerce (BAC + 5) or equivalent with 7 years of professional experience in the desired field.
§ An Expert in internet and ICT law: second cycle training (BAC + 5) in the field concerned, this expert must have proven experience of at least 7 years. Work experience related to the subject of the study in Djibouti would be an asset.
§ An Expert in electronic payment: holder of a Master in banking with a specialization in electronic payment, the proposed expert must demonstrate professional experience of at least 7 years in the electronic payment field.
8. The firm will be selected according to the “selection based on quality and cost (SFQC)” method. The expression or expression of interest must not contain curriculum vitae or a work methodology.
9. In order to confirm their eligibility for AFD funding, applicants must enclose with their application the declaration of integrity (cf. Annex 1 to AFD procurement directives, see link below) duly signed. The eligibility criteria for AFD financing are specified in Article 1.3 of the “Directives for the award of contracts financed by AFD in foreign states”, available online on the AFD website: http://www.afd.fr
10. The Cabinet will be selected in accordance with the procedures defined in the “Directives for the award of contracts financed by AFD in foreign states”.
