Tenders are invited for Recruitment of Consultants for the Implementation of the Islamic Microfinance Component on Behalf of the Project for Sustainable Development of Pastoral Farms in the Sahel Mali.

Following the General Procurement Notice (AGPM) relating to this project published in the Journal Jeune Afrique International Weekly N ° 3021 from 2 to 8 December 2018 and in the National Daily News of Mali (L'ESSOR n ° 18810) dated December 11, 2018, the Government of Mali obtained financing from the Islamic Development Bank to cover the cost of the Sahel Mali Pastoral Development Sustainable Development Project (PDDEPS Mali), and intends to use part of the sums granted to finance consulting services for the implementation of the Islamic Micro Finance Component on behalf of the Sustainable Development Project for Pastoral Exploitations in the Sahel Mali.

These services include:
• Examination of the laws of Mali to recommend changes to facilitate the implementation of Islamic financing instruments;
• Establishment of an adequate evaluation of the risks of the financing of the value chains and the corresponding risk management tools,
• Elaboration of the criteria and procedures of financing and to introduce products adapted and compliant with the financing of sharia;
• Development of the Manual of Procedures and model contracts for Islamic financing instruments tailored to value chains;
• Development of mechanisms and procedures for close supervision and monitoring and evaluation of funding;
• Development of a communication strategy and design of communication tools for a better marketing of the Islamic financial product to the populations;
• Definition of beneficiary selection criteria;
• Identification of beneficiaries' financing needs; • Identification of microfinance institutions operating in the project areas; • Design, pricing and modeling (financial and operational) of Islamic finance products, taking into consideration intervention sectors and production / sales cycles, including the financing of pastoral and agro-pastoral projects;
• Identification of capacity building needs of microfinance institutions; • Propose risk management mechanisms for MFIs and a local bank; • Proposal of IT solutions to the integrated management system (GIS) of microfinance institutions and the Bank of Place chosen for a better follow-up of the portfolio of Islamic finance products, including the preparation of the specifications.





The period of execution of the mission is seven (07) months.

The Ministry of Livestock and Fisheries invites eligible consultants to apply for the services defined above. Interested consultants must produce information on their abilities and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of adequate skills among their staff, etc.).

For this purpose they must demonstrate that they meet the following criteria:
- Being a specialist in Islamic Micro Finance;
- Have a minimum degree in BAC + 4 in the following fields: economics, finance, accounting, agro-economy or other discipline related to the objectives of the consultation;
- Have proven experience of at least 10 years in microfinance;
- Have at least 5 years of experience in Islamic microfinance;
- Have a good knowledge of the French language;
- Have a good knowledge of the sectors of intervention (agro-pastoral);
- Have a good knowledge of management and information system.

The consultants can be candidates in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, that is to say a group of consultants, an intermediate form of association or intent to subcontract.

The selection will be in accordance with the procedures stipulated in the Guidelines for the Use of Consultants for projects financed by the Islamic Development Bank (May 2009 edition, revised February 2012), available on the Bank's website. at www.isdb.org .
