Expression of Interest are invited for Recruitment of a consultant for the technical and financial audit of PEREL.

The electricity sector is experiencing difficulties at the strategic, institutional, financial and technical levels. This sector needs significant institutional support and capacity building from key public institutions. Several partners and national institutions are joining forces to improve the performance of this sector, which allows several projects to be in progress or are planned for the Compagnie d'Energie Electrique du Togo (CEET).
The obsolescence of production equipment, processing stations and the dilapidation of certain sections of the MV and LV distribution network, in particular on the capital Lomé, generate significant technical and commercial losses on CEET's electricity grid. This causes a shortfall in CEET's cash position and consequently affects the financial equilibrium of the sector.
CEET, with the support of the Government of Togo, has solicited funding from its partners (European Union, French Development Agency and KFW) and intends to use part of the amount of it to carry out payments for the CEET network reinforcement and extension project. The project involves the construction of (i) 154 km of Medium Voltage overhead and underground networks, (ii) the installation of 143 MV / LV transformer stations, (iii) the extension of 1854 km of low voltage aerial networks, ( iv) the connection of 20, 000 new customers and (v) the implementation of the telecontrol system (building, software and telecom infrastructures) of the Lomé distribution network.
The Consultant's Services will consist of evaluating on behalf of the Owner:
- The smooth execution of the works and the associated supervision and project management services, in accordance with the guidelines of the donors and the rules of professional conduct;
- The good organization of the site guaranteeing the reception, the safety and the best productivity of each one. Know the specifics of an electrical project. Respect the time and cost requirements of an electrical construction site, by mobilizing the appropriate tools.
- The technical quality of the achievements, in accordance with the technical specifications of the works contract and in the rules of the art;
- The full justification of the payments made, and the assurance of their coverage in the budget envelope;
- The good management of the markets, ensuring in particular that each party correctly subscribes to its contractual obligations, in order, among other things, to prevent the risks of claims, litigation and / or litigation;
- The implementation of the project in respect of the budget allocated and in accordance with deadlines.

The actual duration of the consultant's services should not exceed 26 months. The services will be carried out in three (03) one-off missions of two (02) months each. They should probably start in December 2019.

The consultant will have to set up a team at its headquarters which has the necessary expertise in the areas requested by the project. In addition, it will have to set up a local organization in Togo, particularly in Lomé, to ensure a presence during the various specific phases of the mission through a competent team with the necessary expertise to supervise and monitor Works of the Company in the field.

CEET invites the consultants to express their interest in providing the Services described above.
The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.
Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have recent and similar service references.
If the consultant is a consortium, the expression of interest must include:

CEET will draw up a shortlist of up to 6 candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
