Expression of Interest are invited for Recruitment of a Consultant for Environmental and Social Impact Studies (Esia) within the Framework of the Lomé Power Network Expansion Project (Perel) and the Energy Sector Reform and Investment Project of Lome Togo (Priset).
CEET, with the support of the Togolese Government, has requested funding from its partners (the World Bank, the European Union, the French Development Agency and KFW) and intends to use part of the amount of this to make payments under the Lomé Power Network Extension Project (PEREL) and the Togo Energy Sector Reform and Investment Project (PRISET).
As part of the PEREL, the works consist of:

- the construction of 154 km of medium voltage overhead and underground networks;

- the construction of 143 MV / LV transformer substations;

- construction of 1854 km of low voltage aerial networks and public lighting;

- the connection of 20, 000 new customers.

- The establishment of a central control office (BCC) and telecontrol equipment.

With regard to the PRISET, the project aims at:

- the rehabilitation of the source stations: change of 6 sets of circuit breakers in the source stations of Lomé A, B and Headquarters and installation of the rescue groups;

- the rehabilitation of the underground network by the burial of 61 km of three-pole MV 240 mm² cable + underground optical fiber;

- the rehabilitation of 28 traditional or Coq positions and 26 enclosures (temporary);

- reinforcement of the underground network by burying 67 three-pole MV 240 mm² cable + underground optical fiber;

- the reinforcement of 32 km of overhead MV network with 117 mm² conductor cross-section;

- the construction of three (03) think tanks;

- the extension of 226 km of LV networks;

- the construction of 5 MV / LV distribution points;

The Services of the consultant will be aimed at:

- carrying out the Project`s Environmental and Social Impact Assessment (ESIA) in close consultation with the Technical Council formed by CEET and the Donors;

- preparation of the Report of the Environmental and Social Impact Assessment (ESIA), the Resettlement Action Plan (RAP) and the Environmental and Social Management Plan (ESMP) of the project;

The services of the Consultant will be divided into two missions (Mission 1 and Mission 2).
- Mission 1 concerns the extension works of PEREL`s MV and LV distribution power grids;

- Mission 2 concerns the extension, rehabilitation and reinforcement of the network as part of PRISET.
Each mission constitutes a Market. For better coordination, the two contracts will be awarded to a single Consultant.
The duration of the consultant`s services for each mission should not exceed six (06) months. Benefits should probably start in September 2018.
The consultant will have to set up a team at its headquarters which has the necessary expertise in the areas requested by the project. In addition, it will have to set up a local organization in Togo, particularly in Lomé, to ensure a permanent presence through a competent team with the necessary expertise to carry out the Environmental and Social Impact Assessment in the field. .
