Expression of Interest are invited for Recruitment of a Cabinet Responsible for Supply, Deployment and Commissioning of an Integrated CRM within the National Water Distribution Company (SNDE).
The Government of the Republic of Congo has obtained funding from the French Development Agency to finance the cost of the Extension Project in peripheral areas and the strengthening of the Drinking Water Service in Brazzaville (PEPS).

It is expected that a portion of the sums granted under this financing, including the Investment and Operating Assistance Fund (FIAE) including the coordination unit of the Water, Electricity and Urban Development Project (PEEDU) is the delegated contracting authority, used to make payments under the contract recruitment of a consultant responsible for the provision and deployment of a customer ERP within the National Society of Water Distribution (SNDE).

SNDE is responsible for the public drinking water service throughout the national territory. Its scope of actions is made up of 22 centers spread over the national territory. It has 1, 290 employees, serves approximately 125, 000 customers and has a turnover of around 14 billion CFA francs.
SNDE currently has a business management information system that needs to be strengthened because it is not secure and the database is not centralized for the entire SNDE.
As part of this consultation, the project is looking for a consultant (firm) who will be in charge of setting up a customer relationship management software (billing, collection and customer management), meeting the needs of the SNDE with a database. centralized data, and to support SNDE so that it is able to use it effectively and autonomously.
Specifically, the services will cover:
• The development of a technical architecture Customer Management Information System;

• the provision and implementation of the dedicated technical infrastructure;

• the provision and installation of customer management software including the Relational Database Management System;

• the system configuration according to the procedures applicable to the SNDE;

• recovery and migration of data from a computer file provided by SNDE;

• software testing for all modules included in the ERP;

• assistance with starting up and setting up the software;

• project management and project monitoring until the implementation of the customer ERP;

• training of administrators and users;

• transfer of skills to SNDE teams;

• corrective and progressive maintenance of the solution with telephone and / or physical support;

• interfacing the customer ERP with SNDE's accounting ERP and GIS.

Requirements and functional specifications will be expressed by SNDE.

The PEEDU coordination unit invites consultants to express their interest in providing the Services described above.

The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.

Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have recent and similar service references.

If the consultant is a consortium, the expression of interest must include:
