Expressions of interest

The C2D Project Monitoring Unit at the Ministry of Equipment and Road Maintenance / Ministry of Hydraulics (CSP-C2D-MEER / MH) obtained funds under the Debt Reduction and Development Contract (C2D) between France and Ivory Coast and managed, on the French side, by the Agence Française de Développement (AFD), and intends to use part of these funds to make payments under the "ASSISTANCE" market FOR THE OPERATION OF THE PIEZOMETRIC NETWORK AND THE OPERATIONALIZATION OF THE INSTITUTIONAL DEVICE FOR MONITORING THE UNDERGROUND TABLECLOTHS OF ABIDJAN, BONOUA AND DABOU ”.
The Consultant Services will target (subject to budget availability):
- Training of ONEP teams in the management and operation of the piezometric network set up on the aquifers of Abidjan, Dabou and Bonoua, as well as the management of alert procedures;
- The delivery of an updated hydrogeological model with recent data collected on the new piezometric network and ensuring the proper management of the Abidjan aquifer. This updated model will be installed at ONEP and SODECI with the related licenses;
- Training of ONEP teams in the field of groundwater exploitation and management (hydrogeology, groundwater modeling, assessment of groundwater vulnerability, drilling diagnostics, monitoring of drilling works and interpretation of tests by pumping) in order to strengthen their skills in the field of exploitation and management of groundwater resources. The training program in the management of the Abidjan aquifer model will also involve engineers from SODECI and will have to provide the bases for future updates of the model by trained personnel;
- The establishment of a database to manage the flow of information generated by the operation of the aquifer observation and warning network of the Continental Terminal. This tool must have a decision-making interface (analysis and interpretation of geological and hydrostatic data, georeferenced maps, assessment of the spatial distribution of water quality, assessment of the vulnerability of groundwater and protection planning tablecloths);
- The definition of piezometric alert levels (NPA) for large catchment fields in connection with monitoring the piezometric network set up on the various aquifers;
- The development of vulnerability maps of the Continental Terminal aquifers (Abidjan, Bonoua, Dabou) which will constitute decision-making tools for future urban development projects in the District of Abidjan and other major cities located in the sedimentary basin;
- Assistance in the preparation of the six-monthly groundwater monitoring bulletin that ONEP will distribute;
- The implementation of the institutional groundwater monitoring system which must include, in addition to the "operational" section, an "institutional / executive" section: Who makes the decisions to stop drilling? Who receives ONEP alert bulletins, etc.
The C2D Project Monitoring Unit at the Ministry of Equipment and Road Maintenance / Ministry of Hydraulics (CSP-C2D-MEER / MH) invites consultants to express their interest in providing the Services described above.
The eligibility criteria for AFD financing are specified in article 1.3 of the “Directives for the award of contracts financed by AFD in foreign countries”, available online on the AFD website www .afd.fr.
Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will demonstrate that they have recent service references in the following areas:
1. Provision of hydrogeological modeling of groundwater with consideration of “groundwater / surface water” interactions;
2. Provision of technical support for the implementation of alert procedures on the use of groundwater, including definition of piezometric alert levels (NPA) and development of vulnerability maps of underground water tables;
3. Provision of training and capacity building (excluding studies) with public bodies in the field of groundwater exploitation and management (hydrogeology, groundwater modeling, assessment of groundwater vulnerability, preparation of bulletins groundwater monitoring);
4. Provision of institutional support for the implementation of alert procedures for rational management of groundwater, including alert system (ORSEC type) and basin monitoring committee
If the consultant is formed as a group, the event of interest must include:
- A copy of the grouping agreement concluded by all of its members.
OR
- A letter of intent to form a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.

The consultant must attach to his application the signed Declaration of Integrity (given in the appendix). Failure to do so will mean rejection of the application.
The similarity of the experiences will be analyzed according to:
- The size of the markets;
- The nature of the Services (capacity building and training of a public operator in the use of groundwater);
- Domain and technical expertise (hydrogeological modeling of a groundwater table, development of tools for monitoring the dynamic evolution of the water table);
- The geographic context (Knowledge of the Ivorian Sedimentary Basin will be valued).
The Contracting Authority will also examine the relevance of the expressions of interest with regard to the following criteria:
internes Internal skills and availability in terms of technical support provided to experts located in the country;
- Correspondents / local partners;
- Quality assurance procedures and certifications of the consultant - specify the purpose or title of the certification: for example ISO 9001 or environmental and social certification.
The C2D Project Monitoring Unit at the Ministry of Equipment and Road Maintenance / Ministry of Hydraulics (CSP-C2D-MEER / MH) will draw up a shortlist of up to 6 candidates, preselected on the basis of the applications received, to which he will send the Request for Proposals for the performance of the Services required.
