Expression of Interest are invited for Recruitment of A Short-Term Project Management Assistance for The Wuri Program.
The objective is to select technical assistance through a firm whose mission will be to support the PMU in the implementation of the project.
The planned mission covers support for the PMU, support for the general management of the project, as well as all due diligence relating to the efficient conduct of activities deemed to be priorities.
The cabinet must, alongside the PMU:
· Assist in the development of the specifications for the final solution to be retained for the biometric identification system;
· Assist in the planning, budgeting, implementation and monitoring-evaluation of all the activities envisaged by the Project for the remainder of its life;
· Assist in the development of DAOs for the choice of providers.
· Participate in the analysis of offers and the selection of service providers for a certain number of priority acquisitions.
As part of the objectives of said recruitment, the firm, in close collaboration with the PMU, must accomplish the following missions:
Mission 1: General Support (Project management)
It relates to the support to be provided to the PMU in the overall planning of project activities. This will essentially involve developing a global roadmap and a global implementation strategy according to the project requirements.
Mission 2 : Technical assistance for the preparation of technical and functional specifications for priority calls for tenders for the design, development and implementation of the basic identification system of Guinea (see architecture of the registration stock and of the program evaluation document or PAD registration flow of phase 1 of the WURI program):
1. A core ID base identification platform (high priority)
2. Mass registration and issuance of identity documents (high priority)
3. The interface of the complaints and complaints management system in the basic identification system (high priority)
4. Links between civil status and birth registration and the basic identification system
Mission 3 : Assist the PMU in the evaluation of offers, the selection of service providers and the evaluation of deliverables
The Project Management Unit (WURI) eligibleinvites eligible applicants (“Individual Consultants”) to express their interest in providing the services described above.
Interested Consultants must provide information demonstrating (documentation in French) that they have the required qualifications and relevant experience for the performance of the Services.
4. Qualifications required
The mission will be carried out by an experienced and internationally renowned Firm / Office or Group of Offices of the same quality.
· The tenderer must be a reputable and experienced Consulting Firm operating in the field of strategic consulting practice, IS consulting, change management and project management assistance and having experience of more than 10 years in at least one of the areas mentioned above;
· Be a Consulting Firm having completed at least 3 proven strategic and operational consulting missions with a large company / government agency in the field in the design and development of complex IT systems integrating biometrics and encryption during the five (5) years last years ;
· The tenderer must have carried out at least one proven IT project management consultancy assignment with a large company / government body in the past five years;
· Experience with IDA funded projects would be an asset
· The tenderer must have at least 20 full-time consultants (including IT consultants) in terms of their human capital that they can use at the appropriate time.
· A good knowledge of the socio-economic and political context of the West African sub-region and Guinea to the extent possible
· Have excellent working and writing skills in French (all proposed experts must be able to speak French), French being the working language in Guinea.
PROJECT TEAM
The firm / office will provide a multidisciplinary team made up of experts (international or national) competent in IT and biometrics or any other equivalent discipline.
· Project Director: Bac + 5 Grandes Ecoles
· 15 years of experience with at least 10 years in IT consulting / IT advisory services
· He must have the experience of leading a team of more than 20 consultants, meeting deadlines and ensuring the quality of deliverables.
· Expertise in various aspects of the consultation including analysis of stakeholder needs, design of future target architectures, preparation of AO Dossiers and ToRs.
· Must have at least experience in IT project management with a large company / government institution
· In addition, justify at least 10 years of experience as a risk management specialist / Consultant in the identification and design of mitigation strategies for:
1. Business risks / project failures or failures;

· Benchmarking and the stress test
· Server virtualization and cloud computing technologies
· Strategy Consultant (Will be responsible for strategy formulation, Business Models and revenue streams):
· BAC + 5 Grandes Ecoles, Economics or other relevant fields
· Must have at least 10 years` experience in strategic consulting (preferably in telecoms or financial services)
· Must have performed at least three similar missions in an African context

7. Place and Duration of the Mission
The duration of the service is six 06 months from the signing of the contract until the submission of the final report.
