The Government of the Republic of Cameroon has obtained from the International Development Association (IDA)Credit No. 4780 tofinance the Competitive Value Chains Project (PCFC) and intends to apply part of the funds towards eligiblepayments "for the recruitment of a Consultant forthe value chain analysis of building materials and construction Industry in Cameroon".
The consulting services, hereunder referred toas the Services, shallinclude: GENERAL OBJECTIVE: Generally, the research seeks to provide new insights into why the development of the buildingmaterialsand construction industry in Cameroon has been slow, while it has grown in countries with similar levels of economicdevelopment.
The findings of the research are expected to inform the Government of Cameroon''''s industrialization strategy in generaland the strategy for the building materials and the construction industry in particular. Ultimately, the aim is to help Cameroondiversify from its over-dependence on imported building materials by increasing the production and competitiveness of locallyproduced building materials and to improve the competitiveness of the construction industry in general. Specifically, the research aims to: (i) carry out an integratedvalue chains analysis (IVCA) for the buildingmaterials and construction industrywith particular emphasis on identifying policy and market-based constraints inhibiting the development of a competitive value addedconstruction sector in Cameroon; (ii) conduct a livelihoods analysis and a social risks analysis of the current value chain and country context; (iii) develop a setof industry-specific policyrecommendations that will address the obstacles to the development of value added in the constructionsector, foster more market opportunities, promote linkages between various stakeholders and activities within the value chain, ensure a positive impact on livelihoods and mitigate social risks. SCOPE OF WORK: The selected Consultant shall: (i) carry out a detailedproduct-based value chain analysisbased on primary data collected during interviews; (ii) review the current legal and regulatoryframework to determine whether existing (or lack of) policies and regulations inhibit the development and sustainable growth anddiversification of the agri-business sector; (iii) carry out firm-level mini-surveys of needs for critical skills to establish thedemand for skills development programmes that enterprises may provide themselves in-house (with the support of tax and otherincentives) or collectively by private training providers.
The survey will capture technical or shop floor skills, ICT skills aswell as generic soft skills (such as supervisory, communication and managerial skills) required by the construction sector; (iv)map the current institutional support infrastructure of the construction sector to determine overlapping responsibilities andredundancies that might contribute to limit the growth potential of the sector; (v) identify constraints that limit the developmentand growth of the sector, including the product input quality and quality standards; finished productquality and quality standards; production volume, availability and consistency;handling and storage; human resource and skillsrelated issues along the entire supply chain, especially administrative and business management capacities of entities operating inthe sector; access, availability and application of leading edge production and processing technology; transport andlogistics; marketing capability and capacity and market information; and availability and access to affordable finance andland; (vi) Describe livelihoods situation and strategiesfor local communities along the construction value chain andidentifyissues hindering improvements and determine social risks while specifying the risk factors; (vii) Formulate a set of policyrecommendationsfor addressing obstacles to value chain development in the construction sector, foster expanding marketopportunities, promote linkages between actors and activities in the value chain, ensure positive impact on livelihoods andmitigate social risks; and establish an order of priorities for these recommendations. IMPLEMENTATION PERIOD : The missionshall be implemented for three (03) months. The Coordinator of the Competitive Value Chains Project hereby invites eligible candidates to expressinterest in providing theabove services. Interested consultants must submit information indicating whether they are qualified forthe mission. Criteria used to establish the shortlist are: (i) have multi-country experience in conducting the integrated value chains analysis, with specific knowledge and experience in the IVCA ofbuildingmaterials and construction industry; (ii) have relevant experience inconducting interviews and working with stakeholders toidentify product and niche market opportunities. Interested Consultants are reminded that the provisions of paragraph 1.9 of the World Bank''''s Guidelines: Selectionand Employment ofConsultants by World Bank Borrowers, revised in October 2006and May 2010 relating to World Bank rules governing conflict of interest shall be applicable. Consultants may associate with otherfirms in the form of a jointventureor a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Cost and Quality-BasedSelection (CQBS) method set out in the Consultant Guidelines, May 2004 edition revised in October 2006 and May2010. Interested Consultants may obtain further information referred to at theunder-mentioned address during working hours from 9:00 a.m. to 3:30 p.m., local time. The Terms of Reference of this mission are available and can be withdrawn from the Procurement Department ofPCFC.
