Expression of Interest are invited for Realization of Urbanistic, Architectural and Landscaping Studies for the Development of a Pedestrian Promenade along the East Bank of the Porto-Novo Lagoon.

1. This Notice of Call for Expression of Interest follows the General Procurement Notice published in the Integrated Public Procurement Management System (SIGMaP) on February 13, 2018.

2. The Porto-Novo City Council has received funding from the French Development Agency (AFD) and the French Global Environment Facility (FFEM), and intends to use part of the amount of the latter to make payments under the contract Realization of urbanistic, architectural and landscaping studies for the development of a pedestrian promenade along the east bank of the Porto-Novo lagoon.

3. The Services of the consultant will aim at achieving an urban and landscape design, original and innovative offering a reflection on the forms inviting relaxation, seduction and allowing enhancement, preservation of the natural environment (lagoon bank) as well as the rich heritage of the old town. This development aims to protect the bank against urbanization and to encourage the discovery and the reappropriation of the natural environment of the lagoon by all the inhabitants of Porto-Novo, especially the youngest ones, by relying on a pedagogical, artistic course and tourist.

To this end, the following key objectives are targeted:
§
- Offer the inhabitants of Porto-Novo and tourists a great setting for walking and discovering the natural environment and peri-urban agriculture of market gardeners;
§ - Propose an educational and artistic path to discover the richness of the lagoon's biotope and the tangible and intangible heritage of the old neighborhoods;
§ - To reclaim and enhance the space on the edge of the lagoon too long neglected;
§ - Enhance the lagoon banks and the old core of the city (old town);
§ - Reconcile the city with the lagoon by creating more links between the city, the edges of the lagoon and the Lokpodji area;
§ - Strengthen and protect the lagoon landscape;
§ - Protect the banks of the lagoon from urbanization;
§ - Protect biodiversity;
§ - To develop on this lagoon bank, local uses, tourist attraction and places of recreation;
§ - Ensure the lagoon bank accessibility and safety of users.

4. The Porto-Novo City Council invites the consultants to express their interest in providing the Services described above.

The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.

In order to confirm their eligibility for AFD funding, the consultants must enclose the duly signed Declaration of Integrity (attached to this document).

5. The interested consultants must produce information showing that they are qualified and experienced to perform the present Services. As such, they will justify that they have recent and similar service references.

If the consultant is a consortium, the expression of interest must include:
§ - A copy of the grouping agreement concluded by all its members; Or
§ - A letter of intent to form a grouping in the event that its proposal is accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.

The similar nature of the experiments will be analyzed according to:
§ - domain and technical expertise: town planning, architecture, landscaping ...
§ - geographical context: similar studies in the country, in West Africa, on the continent or any other place having the same climatic context.

6. The Client will also examine the relevance of the expressions of interest with regard to the following information:
§ - Correspondents / partners in Benin.

7. The criteria for evaluating expressions of interest are as follows:

- Presentation and expertise of the Design Office or grouping / Technical expertise in urban planning, architecture, landscaping: 20 points

- Mobilization of correspondents / partners in Benin: 20 points

- Similar references of the Design Office or grouping

* Similar references of the candidate in urban planning and landscaping design (nature of services, similar intervention perimeter, etc.): 25 points
NB: Five (05) points per reference produced.

* Similar references of the candidate executed in the country, in the sub-region, on the continent or any other place having a climatic, technical, organizational context comparable: 35 points
NB: - Five (05) points by reference to the country (Benin);
- Four (04) points by reference to the West African sub-region;
- Three (03) points by reference relating to the continent or any other place having a comparable climatic, technical, organizational context.

At the end of the evaluation, the Design Offices with a technical score of less than sixty (60) will not be shortlisted.

8. The Porto-Novo City Council will draw up a short list of the best candidates: a maximum of five (5) candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
In the event of a tie, reducing to more than five (5) the number of candidates to be shortlisted, the criterion "Similar references of the candidate executed in Benin or failing that in Africa" ??will be preponderant to decide the candidates.
