Subject: International invitation to tender (AOI) for the realization of key construction works -hand, operation and maintenance for two (02) years, and technical assistance for a photovoltaic power plant (42 MWp) and the 90/33 kV substation in Ouagadougou Nord-Ouest connected to the national interconnected network.

1. The Government of Burkina Faso has obtained funding from the French Development Agency (AFD) to finance the Yeleen Project of the Burkina Solar Plan. It is planned that part of the sums granted under this financing will be used to make the payments provided for under the contract for "Construction of the photovoltaic power plant (42 MWp) and the 90/33 kV substation at Ouagadougou Nord-Ouest" .

The deadline for carrying out the work after notification of the service order is 18 months.

The Director General of the National Electricity Company of Burkina (SONABEL) invites eligible candidates to submit their offers in sealed envelopes to carry out the work described above.

Applicants must meet (reason for rejection of the offer) the following minimum qualification criteria in addition to the criteria specified in this DAO:

• Have an average turnover during the last five (05) years (2015 to 2019 ) equivalent to at least forty-nine billion (49 billion) FCFA;

• Have a credit line of six billion (6, 000, 000, 000) FCFA
• Have carried out turnkey work (EPC) of photovoltaic power plants on the ground for a cumulative power greater than or equal to 100 MWp including at least 2 20 MWp in the last ten years (2010 to 2019)

• Have carried out construction work on high-voltage transformer stations (high voltage greater than 50 kV) for a number of completed posts greater than or equal to 03 in the past ten years (2010 to 2019)

• Have been in charge of operation and maintenance of at least two (2) solar photovoltaic power plants on the ground of more than 05 MWp each during the last ten years

• Have an authorization from the manufacturer of the equipment as well as a certificate of origin, in particular the photovoltaic modules, inverters, HV cells, HV circuit breakers and HV transformers.
