CALL FOR INTEREST DEMONSTRATION No. 003 / AFD - PEEDU 2018 OF APRIL 30, 2018, RELATING TO THE RECRUITMENT OF A CONSULTANT (FIRM) FOR THE REALIZATION OF A DIRECT SCHEME OF THE INFORMATION SYSTEM OF THE NATIONAL DISTRIBUTION COMPANY OF WATER (SNDE)
1. Background and rationale:

The Government of the Republic of Congo has obtained funding from the French Development Agency to finance the cost of the Extension Project in the peripheral areas and the strengthening of the Drinking Water Service in Brazzaville (PEPS).

It is expected that a portion of the sums granted under this financing, including the Investment and Operating Assistance Fund (FIAE) including the coordination unit of the Water, Electricity and Urban Development Project (PEEDU) is delegated Owner, used to make payments under the contract for the recruitment of a consultant (firm) for the realization of a master plan of the information system of the National Society of Water Distribution (SNDE) at three (3) years.

SNDE is responsible for the public drinking water service throughout the national territory and has 22 centers spread over the Republic of Congo. It has 1, 290 employees, serves approximately 125, 000 customers and has a turnover of around 14 billion CFA francs.

SNDE undertook to modernize its information system through the implementation of a three-year (3 years) Master Plan for the SNDE Information System and its implementation.

This master plan should focus on the problems and business needs of the SNDE and should take into account all the activities of the company and its specificities.

2. Purpose of the service:

The services of the consultant will aim to:

• Produce in the four (4) months following the launch of the service, the document "Master Plan of the Information System - SDSI" of the SNDE which will cover all the information system and IT infrastructure needs of the company.

• Provide Project Ownership Assistance for its implementation to produce the specifications of the application systems recommended by the Master Plan of the Information System.

3. Missions of the consultant:

Mission 1 - Realization of the Master Plan of the Information System (SDSI)

The study must help the understanding of the functional needs and answer the expectations of the SNDE, taking into account its specificities, its constraints and its degree of maturity.

The study must cover all the activities of the company and be based on the typical diagram of the Ideal Information System of a water company (SI target).

This target system must be based on business standards and integrate all of the company's business processes.

The SDSI study should also analyze in detail, compare the possible options, and conclude on the need for organization, training and implementation of operating procedures as well as the place of computing in the organization of the company.

Mission 2 - Elaboration of the specifications of the application systems recommended by the IT master plan

The Consultant will produce - or update - a specification for each of the different projects identified at the end of the previous phase.

The Consultant will take into account the needs and constraints expressed during Mission 1. He will validate the specifications in liaison with the different services of the SNDE. These specifications must be able to be integrated in tender documents, in accordance with the standards of the AFD.

The PEEDU coordination unit invites consultants to express their interest in providing the Services described above.

The criteria for eligibility for AFD financing are specified in Article 1.3 of the "Guidelines for the Procurement of Contracts Funded by AFD in Foreign States", available online on the AFD website www. .afd.fr.

Interested consultants must produce information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have recent and similar service references.

If the consultant is a consortium, the expression of interest must include:

- A copy of the grouping agreement concluded by all of its members.

OR

lettre A letter of intent to form a grouping in the event that its proposal is successful, signed by all its members and accompanied by a copy of the proposed grouping agreement.

The similarity of the relevant experiences will be analyzed according to:

- The field and technical expertise sought

- Number of similar missions carried out;

- Similar experience with EPICs in general and drinking water companies in particular;

- Geographical context.

The PEEDU coordination unit will draw up a shortlist of up to 6 candidates, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the completion of the required Services.
