Request for proposals are invited for Provision of Transportation Services for the National Malaria Mosquito Net Distribution in NBEG.

SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS

A. Malaria Consortium

B Administrative Information

B1) It is the intent of this RFP to secure competitive proposals to select a transportation services agency to transport mosquito nets to Counties within NBEG and further to distribution points throughout.

B2) All completed bids should be submitted by either email to tenders@malariaconsortium.org, or submitted by hand delivery (in a sealed envelope) to the below address: Malaria Consortium Aweil Office Attention: Logistics Department Plot# 121, Wau road, Mathiang Area, Aweil, South Sudan

B3) Bids must be received by Tuesday March 05 2019 at 17:00 (5pm). Bidssubmitted after the deadline will NOT be accepted.

B4) Bids opening will take place Wednesday March 06th 2019 at 10:00am in Malaria Consortium Aweil Office venders are welcome to witness the bid opening.

B6) Malaria Consortium shall notify the winning bidders in writing within seven working days of the bid opening. Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor.

B7) The submitted proposal shall include the following information. Failure to supply all requested information or comply with the specified formats will disqualify the bidder from consideration.

i) Completed Bidder Response Document (BRD), including the following attachments

a. Proof of relevant insurances (BRD question 5)

b. Copies of internal policies (BRD question 6)

ii) Signature to confirm compliance with Malaria Consortiums Policies (section F)

iii) Copy of business registration documents (proof of legal operation in South Sudan).

iv) Bank reference for previous 2017 (letter of sound financial standing)

v) Pricing Proposal based on the details provided in this RFP

B8) Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted.

B9) Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best interest.

B10) The award criteria shall be based on the proposals overall response and “value for money” while taking into consideration donor and internal requirements and regulations. The award will be determined by a committee of Malaria Consortium employees.

B11) The successful vendor shall receive a contract for the period of the services required, which can be extended upon agreement of both parties.

B12) The language for communications and required documents is English.

C Technical Requirements & Specifications

C13) Malaria Consortium requires transport services for 2019 National LLIN distribution campaign to collect approximately 736, 450 LLINs (packed in approximately 14, 729 bales of 50 LLINs) from county stores in Aweil,, NBEG in March 2019.

C14) These 736, 450 LLINs must be collected from the county CHD stores and delivered to approximately 215 distribution points(Bomas, PHCCs hospitals and schools), in the Counties of Aweil North, Aweil South, Aweil East, Aweil West and Aweil Centre specific dates between March11th and March 25th 2019.

C15) It is estimated that each bale of 50 nets weighs 33kg, with dimensions of 1 x 0.0.75 x 0.36=0.27cm3
C16) The vendor will be responsible for loading of trucks at the Aweil Counties and for unloading at each stage.
C17) In the occurrence of vendor transport vehicle breakdown or malfunction, vendor will have replacement
transport vehicle at site of breakdown within twelve (12) hours. Or, will have repaired vehicle to operational
status within twelve (hour) of time of vehicle breakdown.
C18) Vender must Bid for one (1) or more lots but, NOT sub lots or partial lots
D Payment Terms
D19) Malaria Consortium will make payment 30 days after presentation of certificate of completion note/signed
waybills/Goods Received Notes and invoice outlining any deductions for loss, damage or late delivery.
D20) All payments shall be made in (United State dollar) by bank transfer or Cheques.
D21) The evaluation criteria as outlined in section E will be used to evaluate bids.
E RFP Evaluation Criteria
For the proposal to be considered technically compliant, the proposer must achieve a minimum score of 50%.
Proposals, which do not meet the minimum score will be given no further consideration. In addition, clarity and
completeness of presentation will be considered during the evaluation.
