Tenders are invited for Provision of QA/QC and Inspection Services.

1. INTRODUCTION
The Shell Petroleum Development Company of Nigeria Limited (SPDC), Operator of NNPC/Shell/Total/Agip Joint Venture hereby invites reputable and prequalified Nigerian companies with the requisite proven expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bidders list for subject tender. The contract that will result from this tender will be for provision of QA/QC and Inspection Services across Shell locations in Nigeria.
Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with this contract and evidence will be required in the next stage of this Tender.

2. OVERVIEW/SCOPE OF WORK
The QA/QC and Inspection services are critical to SPDC onshore and offshore operations, HSE, Quality, Production, Pipeline Maintenance and Project Delivery. The services to be provided consist of the items listed below:
• Provision of quality control and inspection services covering Mechanical, Electrical, Instrumentation, Civil, Coating, HSE, Pipeline Integrity inspection (including ROW monitoring) Document Control/Technical Clerks, including operational vehicles required for these services.
• Quality Control at worksites and Fabrication sites
• Statutory Inspection and certification of pressure vessels, fanks relief valves, piping systems etc.
• Certification, audit and performance monitoring of companies providing NDT services to Shell companies in Nigeria, including procurement. Storage, transportation, use and disposal of radioactive sources.
• NDT services such as radiographic tests, UT, PAUT, LRUT, digital radiography, DPI, MPI, holiday detection and Visual inspections etc.
• Mechanical tests like hardness, bend, charpy impact, nick break, tensile, spectrometry, macro-examinations, micro-examinations etc.
• Electrical, structural, civil, soil and other quality/integrity tests etc.
• Monitoring and reporting of Non-Conformity and Corrective actions
• Inspection of Lifting Appliances, lifted equipment and accessories in all SHELL Operational locations – onshore and offshore
• Inspection equipment for the services above

3. MANDATORY REQUIREMENTS
• To be eligible for this tender exercise, interested contractors are required to be pre-qualified and active in the Product Group: 3.07.01 and 3.07.08 in Nipex Joint Qualification System (NJQS) data base. 4. NIGERIAN CONTENT REQUIREMENTS
• Vendors are to demonstrate the compliance with the provisions of Nigerian Oil& Gas Industry Content Development Act, 2010 and provide the following requirements
• Demonstrate that the entity in Nigerian Registered Company or Nigerian Registered Company on the contracting in genuine alliance or joint venture with foreign company registered in Nigeria (Applicant as an entity or entities shall be required during the EPC tendering phase to demonstrate Individually or jointly In country capacity to execute the overall Nigerian Content Plan for this project which predominantly shall domicile engineering, procurement, fabrication and construction in Nigeria) with details on scope and responsibilities of parties for this work. Such companies me show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence plans of physical operation presence and set up in Nigeria.
• Tender shall demonstrate compliance with domiciling 100% Nigerian man hour of QA/QC and Inspection in-country.
• Tenderer shall demonstrate how intends to achieve 90% engineering man hour in-country and is an engineering company having the valid registration by COREN
• in line with the NCD Human Capacity Development Initiative Bidder shall commit to providing Project Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer) or other approved NCDM training institutions.
• Tenderer shall demonstrate compliance with the Nigerian Labour cause during execution of the Work scope.
• Tenderer shall complete and submit the tables 1 and 2 attached to this oven for assessing Nigeria Content commitment.
• Tenderer shall completion tenderer company letterhead and sign by persons with authority, the attached Statement of Nigerian Content Compliance attached to this oven.

5. CLOSING DATE
Online tenders who are registered and active in the NIQS in 3.07.01 and 3.07.08 as of 6th January 2020 being the advert close date shall be invited to submit Technical and Commercial Bids

6. ADDITIONAL INFORMATION
• Suppliers eligible for this tender opportunity are expected to be prequalified and active in the NJQS under the relevant product/service categories.
• All costs incurred in preparing and processing NJGS prequalification shall be to the contractors Accounts.
• This advertisement shall neither be construed on any form of commitment on the part of THE SHELL PETROLEUM DEVELOPMENT COMPANY OF NIGERIA LIMITED lo a word any contract to any company and or associated companies sub-contractors or agent, or sell it entitle prequalified companies to make any calms whatsoever, and/or seek any indemnity from THE SHELL PETROLEUM DEVELOPMENT COMPANY OF NIGERIAL LIMITED and or any of its partner by virtue of much companies having been prequalified in NJQS.
• The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit both technical and commercial tenders. Technical bids will be evaluated font and only bids from technically, and financially qualified contraction will progress to commercial evaluation.
• NNPC/THE SHELL PETROLEUM DEVELOPMENT COMPANY OF NIGERIA LIMITED reserves the right to reject any and or all pre-qualified supplier of its sole discretion and at no cost whatsoever.
• THE SHELL PETROLEUM DEVELOPMENT COMPANY OF NIGERIA LIMITED will communicate only with authorized officers of the pre-Qualifying companies and NOT through individuals or Agent.
• Only tenderers that show evidence of delivery / on or working on Quality Assurance Quality Control, Inspection and fencing services in the oil and/or gas industry of similar environment and scope are considered.
• Tenderers without dimension experience covering the entire chain of activities in the scope of work shall not be considered
